Overview
Bowhead seeks a Human Resources Program Analyst to provide comprehensive support for complex, high-volume Army Civilian personnel operations within the fast-paced, mission-driven environment of the CECOM Security Assistance Management Directorate (SAMD). This role requires a highly skilled professional with strong end-to-end knowledge of Army Civilian personnel actions who can work independently while coordinating effectively with supervisors, senior leaders, HR partners, and other stakeholders to ensure accuracy, compliance, and timely execution of workforce actions.
Responsibilities
Essential functions will include:
+ Support and execute the full lifecycle of Army Civilian personnel actions, including recruitment, staffing, onboarding, reassignments, promotions, awards, performance management support, separations, and other workforce management activities
+ Prepare, submit, track, and troubleshoot personnel actions using Army HR systems, ensuring accuracy and compliance from initiation through final approval
+ Diagnose issues, anticipate downstream impacts, and proactively resolve problems that could delay or affect personnel actions
+ Provide subject matter support for the Army Civilian Awards Program, including eligibility determination, documentation requirements, routing, and coordination to ensure timely and accurate processing
+ Advise supervisors and leadership on appropriate award types, justification standards, and procedural requirements
+ Coordinate frequently across organizational boundaries with HR Partners, senior leaders, supervisors, and employees to provide guidance, status updates, and issue resolution
+ Draft clear documentation, maintain organized records, and track multiple actions simultaneously in an evolving environment with competing priorities
+ Exercise sound professional judgment, discretion, and initiative while working with minimal supervision.
Qualifications
+ Bachelor’s degree from an accredited institution (required)
+ 7+ years of professional experience, including at least 3 years supporting Army or DoD environments, with demonstrated familiarity with Army organizational structure, terminology, and processes.
+ Minimum of 1 year of specialized experience supporting Army Civilian personnel actions and workforce management functions
+ Prior experience supporting mission-critical organizations, operational units, or senior leadership within the Army or DoD Civilian workforce (highly preferred)
+ Demonstrated working knowledge of end-to-end Army Civilian personnel actions and HR processes
+ Strong familiarity with the Army Civilian Awards Program, including advising leadership on award eligibility and justification
+ Experience using Army HR systems for creation and tracking of personnel actions, including Empress, DCPDS, and AutoNOA
+ Exceptional attention to detail, organizational skills, and ability to manage multiple competing priorities
+ Strong written and verbal communication skills, with the ability to clearly convey guidance and resolve issues with diverse stakeholders
+ Proven ability to work independently, maintain professionalism, and adapt to evolving requirements with incomplete information
Physical Demands:
+ Must be able to lift up to 50 pounds
+ Must be able to stand and walk for prolonged amounts of time
+ Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
