Job Summary:
Reporting to the Director, Chief of Staff, the Assistant Director, Health Analytics at the 32BJ Health Fund oversees the Health Analytics research team and additional supporting teams. This role provides operational and strategic leadership for analytics initiatives, including financial and trend analysis, and contributes to shaping the Fund's data strategy. The Assistant Director, Health Analytics supports the direction and overall data strategy that is focused on supporting the goals and the mission of the 32BJ Health Fund to provide best comprehensive health benefits to 200,000 32BJ SEIU Union members and their dependents. The team focuses on leveraging over 10 years of medical claims data, provider data and pricing data (internal and external) to inform improvements to the plan design, member navigation, direct contracting, and price transparency.

Essential Duties and Responsibilities:
+ With the support of the Senior Manager, Health Analytics, assist in managing, developing, and supporting a team of talented Health Analysts.
+ Motivate and gain the support of others to achieve organizational goals through emotional intelligence, accountability, and respect.
+ Collaborate closely with peers in Data Engineering, Product Development, Strategy, Policy, and Operations on cross-departmental initiatives.
+ Support Health Fund leadership in the development and advancement of analytics strategies that allow for efficient use of internal data, external data, and price transparency tools to drive rational benefit design, contracting and support for existing tools that heavily rely on data (provider search, internal CRM, member portal).
+ Review and interpret complex datasets to identify trends, risks, disparities, and opportunities for intervention.
+ Deliver with Health Fund leadership the financial and trend analysis of both benefit invoices and claims.
+ Support the Senior Manager, Health Analytics in the communication of updates on strategic goals and objectives to cross-functional teams along with providing status reports on key objectives.
+ Collaborate with Health Fund leadership to develop and refine key performance indicators and metrics to measure the effectiveness of technical and strategic initiatives in serving our participants and advancing our mission.
+ Work closely with IT on ongoing data infrastructure modernization projects to support the full breadth of data projects and initiatives at the Health Fund.
+ Support the Health Fund Chief of Staff in the Data Engineering team's professional development.
+ Participate in performance review and the hiring process.
+ Partner with Health Fund leadership, HR, and Training teams to develop educational materials for staff development.
+ Support analytical and data vendor relationships and provide support for contracting, budgeting, and RFP processes.
+ Provide strong and compassionate leadership traits to a diverse team.
+ With support from the Senior Manager, Health Analytic, allocate team resources and priorities, manage timelines, and ensure that all critical projects are adequately staffed and completed on time.
+ Support and lead change management efforts related to the implementation, transformation recommendations, and business systems improvements.
+ Facilitate design discussions with the team to support the development, deployment, testing, and maintenance of high-quality solutions related to data analysis, data discovery, data pipeline automation, and roll-out compelling visualizations for business analysis.
+ Supports the organization to be proactive and provides valuable alternatives/solutions based on internal data trends and insights.
+ With leadership guidance, collaborate with stakeholders to identify rational opportunities to leverage technologies and establish agreement on forward progress.
+ Foster a culture of data innovation within the team, with a mission-focused perspective to enhance the support we provide to participants.
+ Perform other duties as assigned by senior leadership and executive team.
Qualifications (Competencies):
+ 5+ years of leadership or supervisory experience in data strategy, health analytics and health research
+ Extensive experience with invoice and claims trends analytics, predictive modeling a plus
+ Must have significant industry-related data strategy experience to support a team working in the complex landscape of healthcare reimbursement and pricing trends
+ People management experience to directly manage staff members, both direct and indirect reports, through effective planning, organization, and supervision
+ Strong experience in analysis of health care claims data, value-based care, and population health
+ Must have hands-on experience in application of a coding/statistical language to data analysis or development of data structures (SQL, SAS, Python, R)
+ Experience with Databricks preferred or similar cloud-based data engineering/analytics platforms

Education:
Bachelor's degree in Business Analytics, Health Informatics, Statistics, or a related field. Master's degree preferred.
