    T he State of Connecticut (https://portal.ct.gov/) Department of Consumer Protection (DCP) (https://portal.ct.gov/dcp?language=en\_US) invites qualified agency employees, to apply for the position of Consumer Protection Drug Control Principal Agent (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=2211FG&R1=&R3=) , with the Drug Control Division, in Hartford.

     

    The Drug Control Division oversees compliance, and enforcement of all laws and regulations concerning the sale and distribution of drugs within Connecticut. We are responsible for the administration, compliance and enforcement of the state's Prescription Monitoring Program. This includes all pharmacy inspections, auditing of different organizations within each program, investigations of healthcare professionals for improper prescription, diversion, and misuse of controlled substance medications, and issuance of all license types associated with the drug industry.

    Position Details:

    + Full-time, 40 hours/week

    + Monday - Friday

    + May include work on evenings and weekends

    The Role:

    As a Consumer Protection Drug Control Principal Agent, with the Drug Control Division, duties include:

    + Direct staff and operations of the division at the direction of the Drug Control Division Director

    + Assist in the coordination, planning, and management of enforcement activities

    + Assist and provide input in the development of related policy

    + Interprets and administers pertinent laws

    + Evaluates staff and coordinates with the Human Resources Department as needed

    + Assists in preparation of division budget

    + Conducting presentations to Law Enforcement organizations and local government about the law regarding hemp

    + Assists in the formulation of program goals and objectives and tracks their progress

    + Evaluates and develops statistical and technical reports and other related data regarding drugs

    + Assists with the direction of mutually cooperative efforts with law enforcement agencies necessary to seize contraband drugs, arrest drug law violators, and control illegal drug traffic

    + Determines whether criminal or administrative action followed for violation of drug laws by licensed professional

    + Reviews reports and assists in the writing of reports

    + Attend meetings and conferences with or in place of Director

    + Revise, update, and maintain Drug Control Division Policies and Procedures

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Consumer Protection, Division of Drug Control this class is accountable for acting as a working supervisor responsible for the monitoring of drug, cosmetic and device distribution systems for compliance with state laws and regulations and investigating diversion and other illegal activities within drug, cosmetic and device distribution systems.

    EXAMPLES OF DUTIES

    + Coordinates unit workflow and determines priorities;

    + Schedules, assigns, oversees and reviews work;

    + Establishes and maintains unit procedures;

    + Provides staff training and assistance;

    + Conducts or assists in conducting performance evaluations;

    + Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;

    + May make recommendations on policies or standards;

    + May prepare reports and correspondence;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + and ability to apply relevant state and federal laws, statutes and regulations;

    + composition and appearance of legal and illegal drugs and use and abuse;

    + inspection and investigative procedures and methods;

    + prescribing, dispensing and administration of drugs;

    + quality control procedures of pharmaceutical manufacturers, wholesalers, laboratories and hospitals;

    + Knowledge of principles, practices and methods of institutional and commercial pharmacy practice;

    + Considerable

    + interpersonal skills;

    + oral and written communication skills;

    + Ability to

    + make independent judgements;

    + conduct effective educational programs;

    + Supervisory ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Three (3) years of experience in the monitoring, investigation and control of drug, cosmetic and device distribution systems.

    PREFERRED QUALIFICATIONS

    + Experience following inspection and investigative procedures

    + Experience collaborating with intradepartmental employees and other state agencies to perform joint investigations or inspections.

    + Experience prioritizing projects with competing deadlines

    + Experience analyzing and interpreting data

    + Experience managing the workflow of a team of individuals and delegating tasks

    SPECIAL REQUIREMENTS

    + Incumbents in this class must possess and retain a license as a registered Pharmacist in Connecticut.

    + Incumbents in this class may be required to work evenings, nights and weekends.

    + Incumbents in this class may be required to travel.

    + Candidates for this class are subject to selection standards pursuant to 7-294-a-e and the regulations of the Municipal Police Training Academy.

    CHARACTER REQUIREMENTS

    In addition to the checking of references and of facts in the application a thorough background investigation of each candidate may be conducted before persons are certified for permanent appointment.

    PHYSICAL REQUIREMENTS

    A physical examination may be required; incumbents in this class must have normal color vision.

    WORKING CONDITIONS

    Incumbents in this class may be exposed to some danger of injury or probability of physical harm in performing the duties of the class.
