Description of Job
This position serves in the State Purchasing and Contracts Office (SPCO) and reports to the Procurement Programs Team Manager. It will be responsible for the planning, design, content, development, creation and management of uniform and consistent training courses and related materials for the SPCO.
This position will act as a state procurement Subject Matter Expert (SME) and will be responsible for collaborating with other SMEs to meet training objectives and goals. In addition, this position will be responsible for maintenance and administration of the SPCO’s online learning management system.
A summary of the duties and responsibilities will include, but are not limited to, the following:
Procurement Training Materials
+ Design, develop, implement, maintain and continually improve the SPCO procurement learning and development programs, processes, and supporting materials (e.g. procurement and training guides and courses, process communication tools, job aids, presentations, video, multimedia, etc.) for the adult learner to be used with various media and delivery options including but not limited to instructor-led, virtual, interactive web-based, self-study, and assessment products.
+ Maintain and update the SPCO training plan, which identifies training offered from the SPCO for state agencies and IHEs, and which may also include vendors, non-profits and political subdivisions.
+ As directed by the Procurement Programs Team Manager and the Chief Procurement Officer (CPO), work directly with internal and external customers to identify training needs and coordinate service and support for professional development objectives.
+ Act as SME in the development of new training courses and materials, providing detailed knowledge and understanding of state procurement processes and specifically the Procurement Code and Rules.
+ Effectively collaborates with other SMEs when required, maintaining responsibility for collecting and developing their content with a standardized approach for implementation into the SPCO’s training program.
+ Maintains communication and works directly with the Governor’s Office of Information Technology (OIT) as needed, to ensure all accessibility requirements are met.
+ Follows course development tracking process as directed, providing updates to leadership.
+ Research information for the purposes of developing new and enhancing existing programs that meet professional development objectives, which may involve research of procurement information to obtain a deeper understanding of the subject matter.
+ Research analogous and tangential information to broaden understanding of the audience's behaviors and emotions.
+ Anticipate and assess varied audience needs for learning or information sharing through a variety of methods, such as user observation, user testing and prototyping.
+ As needed, create and maintain project timelines and monitor completion of milestones and deliverables for areas of responsibility.
+ Maintain curriculum updates
+ Assist with developing a method to track and record the participation of attendees for trainings offered through SPCO.
+ Develop, review and summarize course evaluations and assessments.
+ Review and update course content to maintain accuracy.
+ Track course content outlines and course development progress, especially for established procurement certifications.
Management of the Procurement Learning System
+ Serve as administrator and main point of contact for the LMS, both with the vendor and State users.
+ Manage training content within the LMS, troubleshooting issues and updating content on a regular basis or as directed.
+ Work with and maintain a complete list of all State procurement staff for access to the LMS, including providing initial access and providing ongoing customer support.
+ Identify alternative methods of content delivery for those requiring training outside of the LMS, as needed.
+ Regularly review software development tools and identify efficient and effective solutions for the development of SPCO training.
Internal Policies and Procedures
+ Work with the Procurement Performance Management Specialist to design, develop, implement, maintain and enhance SPCO internal policies, procedures and manuals as requested by the Procurement Programs Team Manager and the CPO for the purpose of providing relevant information and complying with regulatory requirements and policy guidelines.
+ As directed by the Procurement Programs Team Manager and the CPO, work directly with SPCO staff to identify information needs and coordinate service and support for SPCO objectives and goals.
+ Conduct research and work directly with SMEs as required to develop new and enhanced SPCO policies and procedures.
+ Create and maintain project timelines and monitor completion of milestones and deliverables on these projects, tracking progress and reporting to leadership as requested.
+ Review and update procedures to maintain accuracy.

Minimum Qualifications:
Experience Only:
Seven (7) years of relevant experience in an occupation related to the work assigned to this position
OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.
The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
+ Demonstrated experience independently mastering complex subject matter in order to design and deliver accurate, high-quality training solutions
+ Experience managing working groups
+ Experience planning, coordinating, creating and distributing communications to a variety of audiences
+ At least three years of experience in developing and delivering adult training
+ Facilitation of complex content to a diverse public service audience
+ Excellent verbal and written communication skills
+ Ability to collaborate across teams and agencies
+ Ability to translate complex legal-ese into common language for education and training
+ A basic understanding of instructional design principles, including needs assessment, curriculum design, and curriculum evaluation
+ A basic understanding of adult learning theories
+ Previous State Service related to the work assigned to the position
