    This position is open to current Colorado residents only.

     

    The OCFMH Data and Evaluation Team supports the Mental Health Hospitals, Forensic Services Division and the Mental Health Transitional Living Homes by conducting research and providing routine and ad hoc statistical and analytical reports for management, regulatory entities and external stakeholders, including the Office of the Governor, the Colorado General Assembly, Office of Civil and Forensic Mental Health Community Behavioral Health, and the Office of Criminal Justice.

    Description of Job

    Hybrid - Minimum 2 days on-site, 3 days remote.

    What you'll be doing:

    • Responsible for directing and managing all aspects of the OCFMH Data & Evaluation Team by planning, formulating, developing, implementing and facilitating projects and objectives.

    • Represents CDHS, OCFMH and the Data & Evaluation Team on work groups, committees as assigned.

    • Provides verbal and written communications for OCFMH Leadership and CDHS Senior Leadership.

    • Ensures that assigned projects and reports meet identified milestones and deadlines. The position notifies appropriate senior leadership and/or managers of any delays, variances or unforeseen miscalculations.

    • Participates in and coordinates the development of system changes to support successful outcomes.

    • Instills a customer-service focus and accepts responsibility in maintaining respectful and professional relationships.

    • Leads ongoing improvements, enhancements, updates and modifications to existing analyses, reports or data results.

    • Collaborates with the OCFMH Leadership on fiscal operating budgets and legislative initiatives for new funding requests on capital and operating proposals.

    • Performs and oversees the tactical planning, research and data integrity of the OCFMH Data & Evaluation Team. When new analyses are needed, the position oversees the team’s collaboration with various OCFMH, Mental Health Hospital (MHH) and internal staff and guides the development of new data collection systems, analytical approaches and report outputs, as needed.

    • Using principles and theories of inferential and descriptive statistics, the position performs and oversees the interpretation of results and provides possible explanations for variances in the data as identified by staff.

    • In coordination with the BITS/HIT Team, the position collaborates in the creation of new analytics, data extractions and queries in support of the reporting of clinical-performance data for regulatory compliance entities, including The Joint Commission (TJC), the Center for Medicare and Medicaid Services (CMS), the Colorado Department of Public Health and Environment (CDPHE), and the Department of Health Care Planning and Finance (HCPF).

    • Supervises the product of other analysts and data management professionals and communicates the advantages and disadvantages of any particular analysis strategy to MHH, OCFMH or CDHS leadership.

    • Produces and oversees the production of quantitative and qualitative evaluations, analyses, narrative reports, graphs, and interpretations of agency clinical and operational-performance queries and analyses for customers at all levels within CDHS, and also for the public, Office of the Governor, and the General Assembly. This is accomplished by establishing quality processes and tools, engaging OCFMH Data & Evaluation Team staff and end users in the creation, development and maintenance of dashboards and other analytical tools as a means of establishing ongoing data integrity for clinical and operations systems.

    • Uses scientific methods and standardized statistical practices to research and report on mental health and substance abuse matters for the MHH's Forensic Services Division and the MHTL Homes and their patient population. The position coordinates and collaborates with data collection staff, stakeholders and customers within OCFMH, CDHS and other state agencies (e.g., Department of Corrections and the Office of Criminal Justice) as required. The position ensures that the team applies appropriate statistical methodologies and that the analytical systems and outputs are aligned with CDHS and OCFMH policies, state and federal regulations, procedures and forms related to data collection processes.

    • Supports positive customer-focused relationships with internal or external stakeholders and/or customers. The position ensures staff participation in group discussions or committee meetings that are relevant to the team’s reporting mission. The position maintains a broad skill set, including knowledge of a wide variety of statistical analytic techniques, outstanding verbal and written communication skills, and expertise with pertinent computer programs.

    • Oversees the production of data for “R2E” performance indicator system, consent decree mandates, WPSHA, Federal Block Grants, 27-65 audit teams and other regulatory and key performance indicator metrics not otherwise produced.

    • Maintains a broad skill set including knowledge of a wide variety of statistical analytic techniques, outstanding verbal and written communication skills and expertise with pertinent computer programs.

    • Supervisions and leads staff in a professional manner.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Experience Only:

    Eight (8) years of relevant experience in m anaging a team, coordinating strategy and associated actions for performance metric plans, data analysis, creation of implementation and project plans, key metric development, process improvement, and documentation or closely related field.

    OR

    Education and Experience:

    A combination of education in Hea lthcare Administration, Business, Data Analytics or closely related field and/or relevant experience in m anaging a team, coordinating strategy and associated actions for performance metric plans, data analysis, creation of implementation and project plans, key metric development, process improvement, and documentation or closely related field equal to eight (8) years.

    Preferred Qualifications:

    + Managing and mentoring teams,

    + Experience with working across multiple teams

    Conditions of Employment:

    + This position requires State of Colorado residency at the time of application (unless otherwise identified in the posting), and residency within the state throughout the duration of employment in this position.

    CDHS Selection Process Explanation

    Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
