The Idaho Department of Water Resources (IDWR) has an exciting opportunity for a natural resource professional seeking to make a meaningful impact on Idaho’s water issues as an Analyst 3 in our field office located in Salmon, Idaho.
This critical position supports IDWR’s responsibilities related to the Wild and Scenic Rivers Act Stipulated Agreement in the Upper Salmon River Basin. The person in this position serves as Water District 170 Watermaster and oversees subdistrict watermasters. This position regularly responds to inquiries from the public and provides assistance related to water rights, stream channel alterations, and regulatory compliance with IDWR programs.
Example of Duties:
+ Serve as Water District 170 Watermaster. Support and direct other watermasters to ensure proper administration and delivery of water rights in WD170 subdistricts
+ Enforce measurement orders and water right compliance within the upper Salmon River basin. Measure water flow, evaluate water measurement devices, and ensure installation of water diversion controlling works
+ Respond to inquiries from the public related to water rights, Idaho water laws, and other IDWR programs
+ Conduct investigations and coordinate related compliance actions with Regional and State Office staff
+ Coordinate with Upper Salmon Basin Watershed Program staff and IDWR planning staff regarding water right applications and changes associated with pending projects in the upper Salmon River basins
+ May supervise staff
Minimum Qualifications:
• Possession of a Bachelor’s degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field, or any combination of education and/or experience equivalent to a typical four-year degree; AND
• At least four years of experience managing and implementing projects or component(s) of programs that are water resources, environmental, regulatory or administrative in nature, routinely performing program or project planning, providing technical assistance to staff, special interest groups, or the public and providing policy and/or regulatory interpretation and/or development
• OR, possession of a Master’s degree in any of the above fields and at least two years of experience as described above
DESIRED QUALIFICATIONS
+ Good knowledge of hydrology as it relates to surface and groundwater
+ Good knowledge of water measurement techniques for determining instantaneous water flowrates and volumes with open channel and closed conduit measuring devices
+ Experience performing data management activities such as database maintenance; data collection, analysis, research, and quality assurance; data tables, queries, forms, and reports
+ Experience using or interpreting public land survey legal descriptions, aerial photography, satellite imagery, global positioning systems, and geographic information systems
+ Experience applying federal and state regulations and laws pertaining to water appropriation and use
+ Possession of a valid Idaho driver’s license
+ Experience performing fieldwork, including taking measurements, or collecting data using portable equipment and data collection applications
+ Experience measuring water to determine instantaneous flowrates and volumes through open channel and closed conduit measuring devices
+ Knowledge of Idaho water district operations and procedures
