Job Description
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities
Key Responsibilities
+ Provide programmatic and administrative direction for the Livermore Operations (LO) Diagnostic Engineering group, including personnel at multiple locations.
+ With the utilization of subordinate management, oversee the Production Engineering and Diagnostic Field Services groups.
+ Be the Subject Matter Expert for the Stockpile Experimentation and Operations (SEO) Technologies and Operations directorate in the areas of Engineering Design and Configuration Management.
+ Ensure compliance with Company directives and industry best practices.
+ Provide leadership for Livermore Operations in the areas of Quality Assurance, calibrations, and accreditation through the NVLAP organization.
+ Diversify the portfolio of engineering design and development of other projects.
+ Facilitate and support activities related to design and engineering development of new advanced technologies for customer experiment and testing requirements, the maintenance and expansion of Engineering efforts at LO, and interface with customers to develop work scope, scheduling, and reporting requirements.
+ Define and communicate priorities that balance customer needs with other programmatic deliverables.
+ Monitor and review project status, perform safety and quality management assessments, and maintain engineering records and reports.
+ Design and present formal and informal presentation to broad audiences, including technical and administrative support personnel, engineers, scientists, and all levels of internal and external management teams.
+ Promote new work opportunities.
+ Participate in team leadership initiatives that focus on organizational health and sustainability.
+ Promote a culture of compliance with company directives.
+ Define personnel, equipment, and training needed by the team to achieve success in meeting programmatic deliverables.
+ Functional manager responsibilities include personnel / performance management and fostering teamwork across groups at LO and within Mission Support and Test Services (MSTS).
+ Implement and demonstrate applicable environment, safety, health, and quality requirements; emphasize the safety of each employee, and the protection of equipment and property in area of responsibility.
+ Take immediate action to correct reported or observed unacceptable environment, safety, health and quality conditions and/or behaviors.
+ Assure that appropriate procedures, training, equipment, warnings, and tools are provided to employees to permit work to be performed safely.
Qualifications
+ Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
+ Comprehensive knowledge of advanced technology and methodology in diagnostic design, high-voltage electronics, and high-speed sensor technology preferred.
+ Working knowledge of underlying physics to conceptualize instrumentation for high-speed diagnostic design and development.
+ Demonstrated ability to successfully manage projects and personnel to meet technical and administrative requirements.
+ Excellent and effective oral and written communication skills and be an overall strong team leader with the proven ability to communicate and work well with people with different technical backgrounds.
+ The primary work location will be at the Livermore Operations Facility.
+ Work schedule will be 4/10s Monday through Thursday (subject to change).
+ Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
+ Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
**Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: **$155,209.60 - $248,331.20**
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
