Job Description
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities
The Information Technology Directorate is seeking a Deputy Director to fill the role of Deputy Chief Information Officer (DCIO) to support the Director/Chief Information Officer by providing day-to-day leadership, operational oversight, and execution of strategic priorities.
Key Responsibilities
+ Acts for the Director, assuming all roles and responsibilities, during their absence.
+ Acts on behalf of the Director at internal/external meetings.
+ Participates in planning and developing operating plans.
+ Interacts with all levels of management, both within and outside the organization, keeping the Director informed.
+ Works with internal management concerning projects, operational decisions, scheduling requirements, and/or contractual clarifications.
+ Leads briefings and technical meetings for internal representatives.
+ Coordinates multiple projects or a large function with significant responsibility for staff, material, budgets, and/or capital resources that may have an impact on the mission or financial success of the Company.
+ Ensure timely meetings/progress and input/feedback/communications on deliverables/topics of interest to our stakeholders:
+ Federal stakeholders: Budgets, Data Calls, RevCom, Policy Issues, Service Level Agreements (SLAs), Incidents/Outages and Root Cause Analysis (RCA), Funding Requests and Presentations
+ Internal stakeholders: Performance Evaluation and Measurement Plan (PEMP)/Performance Evaluation Report (PER), Enterprise Management Operations Review (E-MOR), Monthly Budget/Variance Tracking, IT Management Operations Review (IT MOR), SLAs, Continuity of Operations Playbook, Process/Company Directive Revisions, Procurement Tracking & Budget Updates, IT Presentations (e.g. Indirect Review / Strategy) and rapid-response teaming for high visibility deliverables.
+ Collaborate with Finance to track, manage, and report on departmental budgets, ensuring accurate forecasting, cost control, and alignment with organizational goals
+ Review monthly spend reports
+ Review monthly Finance budget/actual variance
+ Review of labor charges
+ Oversee compliance of Federal Performance Execution Guidance (PEG) and execute reporting requirements by maintaining proper documentation and ensuring accurate and timely submissions.
+ Play key role in procurement of all hardware/software maintenance subcontracts, infrastructure/software purchases, and reviews/approves IT-related procurements from non-IT organizations that flow through internal Requisition Compliance Review process.
+ Approves invoices for hardware/software maintenance subcontracts and IT’s infrastructure/software purchases.
+ Acts as liaison with IT’s Architecture Standards Committee as it reviews IT-related procurements from outside IT to ensure FITARA compliance.
Qualifications
+ Bachelor's degree or equivalent training and experience, plus a minimum of 17 years of related and progressively responsible experience
+ Bachelor's degree in Computer Scientist or related major is preferred.
+ Ability to digest/write/edit documents especially those pertaining to policy and directives.
+ Adept in financial planning, tracking, and reporting (advanced Excel skills).
+ Good understanding of working for the federal government, especially in the Nuclear Security Enterprise
+ Innovative and equipped with good problem-solving skills.
+ Widely experienced and able to recognize, inspire and motivate others to perform well.
+ Strong negotiation skills with a focus on creative, results-driven solutions. An eye for productivity improvement.

+ The primary work location will be at the Losee Road facility in North Las Vegas, Nevada. Work at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada) is required 2 days a week in support of these functions.
+ Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
+ Must be willing to perform non-working hours, on-call duty, and ensure availability to work non-standard hours and deploy worldwide on short notice
+ Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
+ Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: **$186,347.20 - $302,806.40.**
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
