Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM MANAGER (AIR COMMANDER PILOT NAVIGATOR), Position Description Number D0338P01 and is part of the 107TH ATKW, National Guard. This vacancy does not meet the criteria for appointment of annuitants. Selection may be made via military key staff appointment. Responsibilities As the PROGRAM MANAGER (AIR COMMANDER PILOT NAVIGATOR), GS-0340-15, you will provide leadership and management of the flying/training unit(s), to provide manpower, equipment, and training in peacetime, in preparation to perform the wartime mission. The incumbent is accountable to a wide variety of federal, state, and local authorities on all aspects of operations, personnel, equipment, funds, and real property. In addition, this position may have similar supervisory and/or support responsibilities for other flying and non-flying units which may be collocated or geographically separated. Requirements Conditions of Employment Qualifications Military Grades: Officer only GENERAL EXPERIENCE: Experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Experience time requirements of 1 year equivalent to at least next lower grade level. Applicants specialized experience includes analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work performed. Experience which includes leading, directing, and assigning work of personnel. Experience serving as manager for an ANG Group/Wing, with leadership responsibility, direct line responsibility and full accountability for the flying unit. A degree of competence is required in a number of specialized subject-matter or functional areas, such as aircraft maintenance, financial/budget, personnel, air operations, information systems, facilities management, security, public affairs. etc. Education Education requirements: None Additional Information If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)). Recruitment/Relocation Incentive: May be authorized for highly qualified candidates or hard to fill positions. TAG is final approval authority for any incentive requests. Relocation costs are authorized subject to provisions of the Joint Travel Regulation and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest. Superior Qualifications and Special Needs Pay-setting Authority may be considered for this position. TAG is final approval authority for incentive programs (applicable to newly appointed federal employees or those with a 90 day break in service).
