    Position Description

    This position supervises, plans, coordinates, and participates in the work of skilled employees engaged in the maintenance, repair, and installation or construction of the City of Minneapolis systems, facilities, buildings, city structures, and property to provide quality water to all residents in the city of Minneapolis and other municipalities.

    Job Duties and Responsibilities

     

    1. Ensures compliance with safety regulations and promotes a safe working environment by conducting regular safety meetings and training sessions to promote a safety-conscious culture.

    2. Supervises and coordinates the activities of a carpentry and painting crew involved in constructing, repairing, and maintaining water-related structures.

    3. Resolves conflicts and disputes among team members promptly and professionally.

    4. Estimates and procures required materials, equipment, and workforce for water works projects. Collaborates with procurement departments to ensure timely availability of required materials and equipment.

    5. Organize the work schedule and assign tasks to carpentry crew members.

    6. Monitors the progress of construction projects, ensures they are completed within the allocated budget and timeline, and inspects completed work to ensure quality standards and adherence to specifications and financial guidelines.

    7. Trains and mentors junior carpentry workers, providing guidance and support to develop their skills.

    8. Collaborates with engineers, architects, and other contractors to discuss project details, resolve issues, and ensure smooth operations.

    9. Organizes, makes and distributes keys and locks for the entire water works plant, east yard, and pump stations.

    10. Troubleshoot and rectify any construction-related issues and recommend appropriate corrective actions.

    11. Maintains accurate documentation and records of construction activities, including material usage, work hours, and progress reports.

    12. Reads and interprets blueprints, project plans, and technical drawings to ensure accurate construction and adherence to specifications

    13. Keeps up to date with industry trends, advancements, and best practices in water works construction.

    14. Provide progress reports to project managers and stakeholders, highlighting challenges or potential risks.

    15. Maintains a clean and organized work site, ensuring that tools and equipment are properly stored and maintained.

    16. Maintains solid relationships and effective communication with clients, ensuring their satisfaction and addressing concerns.

    Working Conditions:

    Exposure to noise, dirt and dust, chemicals, fumes, vibration, heat, cold, and stress positions. Work in confined spaces with heights, traffic, and machinery.

    Required Qualifications

    Minimum Education:

    High school diploma or equivalent.

    Minimum Experience:

    Three years experience as a journeyman carpenter working with concrete forms, door hardware, roofing, scaffolding, cabinetry, finish work, or equivalent.

    Equivalency:

    An equivalent combination of education and highly related experience in a similar environment may be considered.

    Licenses/Certifications:

    Scaffold certification, OSHA 30, Door Hardware certification.

    Driver's License:

    Candidates are required to have a valid driver's license at the time of offer.

    Equivalency:

    An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

    Selection Process:

    The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

    Background Check:

    The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants maybe required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the positions ought. Applicants who do not sign the informed consent form will not be further considered for the position.

    Drug and Alcohol Testing:

    All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

    Eligible List Statement:

    The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

    Interview Selection:

    The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

     

    Knowledge, Skills and Abilities

     

    1. Knowledge of modern building and carpentry methods, materials, tools, equipment, supplies, and techniques.

    2. Awareness of ADA and Building Code Compliance.

    3. Knowledge of facility electronic access systems, automated doors, and gates.

    4. Knowledge of the occupational hazards and safety precautions of the work.

    5. Good oral and written communication, organizational, and conflict resolution skills.

    6. Good working knowledge of computers, including work management systems, critical control systems, Microsoft Outlook, excel, and Word.

    7. Leadership skills, problem-solving, conflict resolution, and time management.

    8. Ability to communicate with all levels of an organization.

    9. Ability to make decisions and use independent judgment.

    10. Ability to maintain records and prepare reports.

    11. Ability to supervise the work of crews.

    12. Ability to organize and administer comprehensive maintenance programs.

    13. Ability to meet physical requirements of the trade.
