Primary Purpose
Leads Organizational Learning across the enterprise. Highly consultative role requires passion for innovation, strong collaboration and influence across multiple business segments to gather input, align priorities, and deliver learning, leadership, and talent solutions that support workforce transformation, skill-building, operational excellence, and future skills readiness in the utility and energy sector. Deep experience and expertise in learning strategy, learning systems, skills inventories, and driving strategic vision for a learning organization. Partners closely with HR technology leaders to deliver scalable, high-impact solutions.
**This is a multiple‑location posting. The selected candidate may be based out of our Exelon Corporate Office locations in IL, DC, MD, or PA**
Primary Duties
+ Organizational Learning & Enterprise Learning Strategy: Drives the strategic vision for a learning organization by aligning continuous learning activities and initiatives with business strategy to build organizational agility, innovation, and long-term capability. Leads enterprise-wide learning strategies focused on upskilling, reskilling, and continuous development across technical, operational, and leadership roles. Leads the development of an updated enterprise-wide competency model and owns related continuous improvement. (25%)
+ Skills Inventory, Future Skills, and Career Principles: Leads integration of competency frameworks into all learning services. Ensures alignment of leadership development programs to competency models in collaboration with Director, Culture and Inclusion and Leadership Development Manager. Addresses skill gaps identified between future needs and current capabilities, leveraging the competency model. Oversees employee development programs and tools, including career mobility initiatives and career principles (i.e. guidelines for career advancement and principles to support talent mobility) that support long-term business strategy. Designs and manages learning and skills content, sources and negotiates contracts with external providers. Leads cross-functional or HR-based project teams to support the development of enterprise-wide skills inventory, building skills needed for the future. Applies identified skill gaps to learning interventions and programs that strengthen future skills and the readiness pipeline. Aligns learning processes and programs to future skills and behaviors needed to deliver Exelon’s business strategy. (30%)
+ Learning Technology: Ensures learning platforms (e.g., LMS) and systems support strategic workforce plans, including skills forecasting, capability mapping, and readiness. Evaluates emerging AI technologies and their potential to disrupt, transform, or augment workforce roles. Leads the integration of AI‑driven insights into skills inventories, skills libraries, and capability-mapping efforts to determine required future skills. Partners with HR technology leaders to assess, implement, and optimize LMS and digital learning tools. Manages vendor relationships, including evaluations, contract negotiations, and oversight of external consultants. (20%)
+ Program Evaluation & Continuous Improvement: Applies adult learning theory and instructional design principles to ensure programs, offerings, instructional design, and learning interventions are effective, impactful, engaging. Evaluates learning impact using models like Kirkpatrick; measures ROI and business outcomes to inform continuous improvement. (10%)
+ Team Leadership: Leads and develops a team of 2-3 professionals, fostering a culture of innovation, inclusion, and continuous improvement. (15%)
Job Scope
+ Interacts with enterprise’s senior executives, executives, and key managers.
+ Manages enterprise-wide leadership and organizational development activities.
+ Reports to the Director, Strategic Workforce Planning and Talent Management.
Minimum Qualifications
+ Bachelor’s degree in Human Resources, Organizational Development, Business, or related field; Master’s degree preferred
+ 10 or more years' experience in organizational learning
+ 3-5 years supervisory experience required
+ Demonstrated success designing and implementing enterprise-wide learning strategy and talent management programs
+ Strong analytic and assessment skills
+ Experience overseeing Learning Management Systems (LMS) platforms, learning ecosystems, vendor management
+ Experience aligning learning and LMS content with future skill needs, tracking workforce capabilities, integrating learning data into broader talent analytics and planning efforts
+ Experience applying Kirkpatrick’s Four Levels of Evaluation or similar models to assess learning outcomes and program effectiveness
+ Proven ability to quantify ROI and translate learning metrics into actionable insights for business leaders
+ Ability to be strategic and hands-on
+ Results focused and a strong sense of customer service
+ Excellent interpersonal, communication, facilitation, and influencing skills
Preferred Qualifications
+ Masters Degree in related field – OD, HRD or Psychology
+ Strong knowledge of instructional design, adult learning theory, and behavioral science principles
+ Certification in instructional design, executive coaching, or leadership development methodologies
+ Experience with union environments and frontline workforce learning and development, ideally in energy or infrastructure sectors
+ Familiarity with energy sector workforce challenges, including regulatory training requirements, digital transformation, grid modernization, human and organizational performance (HOP) in a safety-critical environment
+ Experience supporting strategic workforce planning activities
+ Specialized skills may include data-driven learning analytics, agile learning design, organization and process redesign and change management
Benefits
+ Annual salary will vary based on a candidate’s skills, qualifications, experience, and other factors: $137,600.00/Yr. – $189,200.00/Yr. plus an additional $25K in Long Term Incentive Plan annually.
