Job Description
This position is responsible for the overall leadership, integration, and implementation of strategic initiatives to deliver institutional transformation through data. The position will lead efforts to create and sustain an accountable, planful, and transparent environment for institutional continuous improvement, accreditation, effectiveness, and quality.
The position leads the identification, collection, analysis, interpretation, dissemination and reporting of accessible and accurate data in support of data-informed decision-making for strategic institutional and academic program planning, administrative and curriculum program review, assessment/evaluation, accreditation, student learning outcomes and other measures of institutional effectiveness. This position is responsible for applying advanced knowledge of planning principles, institutional research methodologies, complex statistical analyses, survey design and administration, and best practices of outcome assessment to monitor institutional effectiveness and continuous improvement.
The position reports to the President and advises senior leadership on policy and practices to sustain a data-informed organizational culture in furtherment of the institution’s strategic goals including achievement of equity in educational outcomes by race, ethnicity, age, socioeconomic status, and gender. The position serves as the College's Accreditation Liaison Officer with the Higher Learning Commission.
Salary Range

Minimum Qualifications
+ **Two (2) years of professional experience** in institutional research, institutional effectiveness, assessment, or related data analysis roles in a higher education environment, including experience with research design, statistical analysis, and reporting. An associate’s degree may substitute for 6 months experience, a bachelor’s degree may substitute for 1-year professional experience, a master’s degree may substitute for 1.5 years’ professional experience.
+ **Expertise in Research and Data Analysis:** Knowledge and experience with research design, quantitative and qualitative methodologies, statistical theories, predictive analytics, and outcomes assessment.
+ **Institutional Planning and Accreditation:** Experience leading institutional planning, program assessment, and compliance with regional or program accreditation requirements and reporting.
+ **Technical Proficiency in Data Tools:** Proficiency with statistical analysis software (e.g., SAS, SPSS, R), programming languages (e.g., SQL, Python), data visualization tools (e.g., Tableau, Power BI), and modern data warehousing platforms.
+ **Fiscal and Resource Management:** Demonstrated experience in developing and administering budgets and resource allocation.
+ **Communication and Collaboration Skills:** Advanced verbal and written communication skills including to campus and stakeholder groups, organizational ability to manage complex projects, and capacity to collaborate effectively across departments.
+ **Strategic and Institutional Insight:** Understanding of higher education trends, forecasting, and long-term strategic planning for institutional health.
Preferred Qualification
+ Master’s degree in social sciences or related field in data analysis from a regionally accredited institution
+ Previous work experience at a community college and/or within the Minnesota State System
+ Experience in the Higher Learning Commission accreditation process and experience with IPEDS
+ Project Management experience and credential (CAPM)
+ Big data management experience
+ Experience with the development and improvement of student learning outcomes in a community college setting.
+ Demonstrated knowledge of assessing and advancing racial equity in higher education, especially in course success outcomes and climate assessments.
+ Experience leading institutional priorities that have altered the institution’s strategic direction to ensure it is future-ready.
