The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.
The Capital Budget and Contracts (CBC) division provides support to the Bureau in the areas of procurement management, change order processing, CP processing, contract close outs, capital budget management and payment review.
BEDC seeks to hire an Administrative Project Manager (NM) to serve as the Task Order Contract (TOC) Manager for the CBC Division, located at our headquarters in Queens, NY. The Bureau processes an average of 1,500 contractor and consultant payments annually. BEDC currently manages 180 active projects that support DEP’s core operations, revenue protection, regulatory compliance, health & safety, and critical infrastructure. To maintain compliance with the NY City Charter and PPB Rules, and to avoid paying interest on payments, there are strict thirty- and sixty-day timelines in which invoices must be processed. Under direction of the Chief of Contract Administration, The Task Order Contract Manager (TOC Manager) will be responsible for the administration, coordination, and oversight of multiple task order contracts supporting the Capital Program. The selected candidate will ensure all task orders are properly scoped, procured, executed, and closed out in accordance with contract requirements, schedule, and budget. The TOC Manager will serve as the primary liaison between internal program teams, contractors, consultants, and procurement staff to ensure efficient contract performance and compliance.
Key Responsibilities
- Manage and oversee the full lifecycle of Task Order Contracts supporting engineering, design, and construction management services.
- Develop task order scopes of work, cost estimates, and schedules in coordination with technical leads and project managers.
- Facilitate procurement processes, including solicitation, evaluation, and negotiation of task orders.
- Ensure all task orders comply with contractual, legal, and organizational requirements.
- Monitor task order budgets, schedules, deliverables, and performance metrics.
- Track and report contract status and expenditures for senior management and stakeholders.
- Review invoices, change requests, and contract modifications for accuracy and compliance.
- Coordinate with internal departments (engineering, budget, procurement, legal) to resolve issues and maintain alignment with program objectives.
- Maintain accurate and up-to-date documentation, records, and reporting in contract management systems.
- Support continuous improvement of contract management processes, templates, and procedures.

PREFERRED SKILLS
- Strong understanding of contracting principles, procurement procedures, and contract compliance requirements.
- Excellent analytical, negotiation, and communication skills.
- Ability to manage multiple concurrent contracts and priorities in a fast-paced capital program environment.
- Strong technical writing and documentation skills.

ADMINISTRATIVE PROJECT MANAGER - 8300B
Qualifications
1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.
