Summary You will serve as a MARINE TRANSPORTATION SPECIALIST in the Global Force Management Division (N0432), Military Sealift Command (MSC) of MILITARY SEALIFT COMMAND. Responsibilities You will collect, process, display, evaluate, and disseminate operational and readiness information, receive Operational Plan (OPLAN) and Time Phased Forced Deployment Data (TPFDD) analyses. You will coordinate, monitor and direct the execution of contingency, mobilization and surge plans as required by the command. You will prepare studies and analyses on long-range planning initiative and planning for coordinating MSC participation in exercises and war game activities. You will serve as a staff action officer for the MSC Current Operations Director in support of conducting logistics operations worldwide. You will draft Execution Orders (EXORDs), Fragmentary Orders (FRAGORDs), and other current directives to coordinate orders in execution, support crisis action planning for emergency and short time tasking that requires execution within 72 hours. You will ensure the Commanders Critical Information Requirements (CCIRs) and Pre-Planned Responses (PPRs) are adhered to via coordination with area commands. You will respond to operational Requests for Information (RFI), gain, maintain, and share situational understanding by collecting and analyzing current operations, communicate with USTRANSCOM and other organizations on operational matters. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assisting higher level employees with the development and review of policies, plans and procedures to improve operational ship readiness. Experience reviewing and updating command instructions to implement US Transportation Command requirements. Experience monitoring and analyzing naval message traffic from secure internet protocol routers such as Casualty Reports (CASREP), Operational Reports (OPREP), and Operational Task (OPTASK). Experience maintaining and updating ship schedules to ascertain the mission being conducted and developing and making recommendations to resolve complex data, mission and analysis problems involving ship operations worldwide. Experience monitoring, analyzing, evaluating, and reporting on the readiness and material condition of MSC vessels. Experience as a Battle Watch Captain (BWC) collecting, evaluating, and disseminating critical information in support of maintaining and enhancing mission readiness. Individual Occupational Requirements per OPM: Education Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying. ***A transcript must be submitted with your application if qualifying using education. See Required Documents for additional information.*** -or- Specialized Experience (for positions above GS-5): For positions other than Marine Transportation, experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. For Marine Transportation positions, experience in: Planning, directing, and supervising cargo or bulk petroleum movements such as: Embarkation and debarkation, cargo loading and discharge. Formulating marine transportation itineraries and routings according to commercial cost factors and tariffs. Formulating marine transportation traffic plans for personnel and cargo. Scheduling ships. Developing, analyzing, or evaluating cargo lift capabilities. Preparing statistics for planning operations of ships or formulating budgetary estimates of cargo transportation costs. Serving as a licensed merchant marine deck or engine officer or naval deck or engine officer. or Ship chartering negotiation or administration, such as: Chartering commercial ships and space. Reviewing and approving ship operating and damage expenses and marine insurance premiums. Investigating ocean carrier claims for ship damage. Reviewing and recommending action on cargo shortage and damage claims. Analyzing and applying appropriate precedents and regulations. Establishing rates with commercial carriers for special cargoes according to market conditions. Analyzing statements of ship operating costs and preparing estimates to adjust rates or determine the most economical method of transportation.
