About Us
NorthWest Senior and Disability Services (NWSDS) is a local intergovernmental agency dedicated to supporting seniors and adults with disabilities through programs that promote dignity, choice, and independence. Established in 1982, NWSDS serves communities across Clatsop, Marion, Polk, Tillamook, and Yamhill counties.

Salary range: S6485 - $9199 per month
(Salary placement is based on education, training, and relevant experience in accordance with the agency’s pay equity analysis and internal compensation practices.)

General Description
The Program Manager is responsible for overseeing social service programs that support seniors and adults with disabilities, including Medicare Savings Programs, Medicaid, the Supplemental Nutrition Assistance Program (SNAP), and long-term services and supports. This position supervises and guides staff who administer these programs, ensuring services are delivered accurately, timely, and in compliance with state and federal requirements, agency policies, and contractual obligations.
The Program Manager is accountable for program performance, service quality, and equitable access to services for individuals and families in the community. This role also builds and maintains collaborative relationships with community partners, healthcare providers, and state agencies to support effective service delivery, promote person-centered care, and strengthen program outcomes.

+ Provide oversight of social service programs serving seniors and adults with disabilities, including Medicare Savings Programs, Medicaid, the Supplemental Nutrition Assistance Program (SNAP), and related long-term services and supports.
+ Supervise and support staff who administer benefits and services, ensuring accurate, timely, and compliant service delivery in accordance with state and federal requirements, agency policies, and contractual obligations.
+ Monitor program performance, caseload activity, and service outcomes; review cases and quality assurance information to support continuous improvement.
+ Analyze, develop, and implement policies, procedures, and operational practices to meet program goals and regulatory requirements.
+ Promote person-centered, culturally responsive service delivery and ensure equitable access to services for diverse populations, including individuals with limited English proficiency.
+ Build and maintain collaborative relationships with community partners, healthcare providers, state agencies, and service organizations to support effective service coordination and consumer safety.
+ Model and promote agency values, effective communication, ethical conduct, and high-quality customer service.
+ Identify and mitigate program and operational risks, including compliance, privacy, and mandatory reporting requirements.
Knowledge, Skills and Abilities
+ Knowledge of public assistance and social service programs, including Medicaid, Medicare Savings Programs, SNAP, and services for seniors and adults with disabilities.
+ Knowledge of state and federal regulations, confidentiality and privacy requirements, and mandatory reporting laws.
+ Ability to supervise, coach, and support staff; assess performance; and foster a collaborative, accountable work environment.
+ Ability to interpret and apply complex regulations and communicate requirements clearly to staff and partners.
+ Strong decision-making, problem-solving, and organizational skills, including the ability to manage competing priorities.
+ Ability to work effectively with diverse populations and community partners in a culturally responsive manner.
+ Strong oral and written communication skills.
Required Experience:
Minimum Qualifications - Education and Experience
A qualified applicant will have a minimum of seven (7) years of equivalent combination of education and/or experience which demonstrates the knowledge, skills and abilities required. The following is preferred but all qualifications meeting the minimum requirements will be considered:
+ Bachelor’s degree in human services, public administration, business, or any related field
+ Three years of related experience, two of which should be in a supervisory or lead role.
+ Experience and knowledge of services provided to and working with vulnerable populations, preferably seniors and adults with disabilities.
+ Any combination of related education and relevant work experience equaling at least 7 years.
Special Requirements
+ Background Check. All positions must pass a criminal history check. Conviction of a crime may not necessarily prohibit employment. Some may require additional clearance, including but not limited to national or state fingerprinting.
+ Driving for Agency Business. Applicants must possess a current driver's license in their state of residence and acceptable driving history. May require proof of personal automobile liability insurance [ORS Chapter 806] and use of a personal vehicle for business use.
+ Serves as a mandatory reporter as required by Oregon law and agency policy.
Work Environment and Physical Demands
This position is performed in both office and field settings. Office work includes regular use of computers and standard office equipment and may involve a cubicle environment with routine noise and interruptions. Field work includes travel to homes, facilities, and community locations with varying conditions.
Physical demands include frequent sitting, standing, walking, talking, hearing, and computer use; occasional bending, reaching, and lifting up to 25 pounds. The position may require occasional irregular or extended hours and response to emergent situations. Interaction with the public may involve exposure to challenging behaviors, contagious illnesses, or domestic animals.
