The primary purpose of this position is: To develop, review, coordinate and execute the installation's Emergency Management (EM) program plan in support of DOD, Joint Service, Air Force, MAJCOM, Numbered Air Force, federal, state, and county plans in the area(s) of Prevention, Protection, Mitigation, Response, and Recovery. Responsibilities The primary purpose of this position is: To develop, review, coordinate and execute the installation's Emergency Management (EM) program plan in support of DOD, Joint Service, Air Force, MAJCOM, Numbered Air Force, federal, state, and county plans in the area(s) of Prevention, Protection, Mitigation, Response, and Recovery. To manage the installation's emergency response and preparedness (DP), base operations, chemical biological radiation and nuclear training/programs (CBRN), hazardous material (HAZMAT), emergency response programs for Hanscom AFB and its Geographically Separated Units (GSUs). DUTY 1: Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of installation policies and instructions relating to EM. Develops, updates, and coordinates the Installation Emergency Management Plan (IEMP} 10-2. Establishes installation emergency management plan objectives, effectively correlating the requirements on interdependent functional areas and provides comprehensive and timely guidance for all units in accordance with Homeland Security Presidential Directives (HSPDs}, National Response Framework (NRF}, National Disaster Recovery Framework (NDRF}, Consequence Management (CM}, National Incident Management System (NIMS}, the Air Force Incident Management System (AFIMS}, and DOD guidance. DUTY 2: Conducts installation EM assessment and interprets and analyzes assessment results. Evaluates EM program to ensure compliance with established guidance. DUTY 3: Conducts initial and recurring training for functional areas of EM. Develops, implements, and conducts installation level EM and Chemical Biological Radiological Nuclear (CBRN} related training for first and emergency responders, specialized teams, and installation personnel. DUTY 4: Serves as Emergency Support Function (ESF 5), EM representative in the EOC, may serve as EOC Manager of the EOC. Provides guidance on mitigation, preparedness, response, and recovery. Provides CBRN subject-matter expertise and support to the EOC director, EOC manager, incident commander, and other first and emergency responders. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at least the next lower broadband NH-01, equivalent to the next lower grade (GS-04) within the Federal Civil Service (or equivalent in an alternate pay system). Specialized experience is experience in developing and managing comprehensive Emergency Management (EM) programs, including the creation and execution of response plans and training compliant with safety standards like the National Disaster Recovery Framework (NDRF). Experience in analyzing high-stress incidents to make critical decisions and select effective courses of action. This is coupled with strong communication skills used to prepare and present briefings, coordinate planning efforts, and manage all program activities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; National Disaster Recovery Framework (NDRF) plan organization, chain of command/lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment. Knowledge of and ability to develop EM training programs and conduct training and testing. Knowledge of EM, CBRN, and hazardous materials to develop, coordinate, and execute response plans and operations. Skill in analyzing situations and taking appropriate emergency action. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
