    Position classification

    Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

    What Success Looks Like In This Job

     

    The PSO Project Manager is responsible for planning and leading enterprise technology projects and driving Project Management initiatives. This role provides oversight and communication of the overall IT project plan, partners with IT leadership, and manages project planning methodology and portfolios. The Project Manager works closely with teams to set project and task priorities, ensuring alignment with organizational goals while balancing operational workloads. Responsibilities include planning, budgeting, overseeing, and documenting all aspects of new and ongoing projects. The Project Manager collaborates with leadership to keep projects on schedule and coordinates with other departments for support.

     

    Examples of Duties for Success

    Backlog Intake, Triage, and Prioritization

    + Facilitate backlog triage with software leads; confirm business value, dependencies, and readiness against agreed criteria.

    + Support the project intake process, ensuring requests are complete, scoped, and decision-ready for governance review.

    + Partner with the Division Directors to communicate priorities determined by Senior Leadership and ensure these priorities are clearly understood across teams.

    Planning & Delivery

    + Convert prioritized backlog into work plans with milestones, dependencies, and risk mitigation strategies.

    + Drive execution by coordinating cross-functional teams and resolving inter-team dependencies.

    Metrics & Reporting

    + Develop dashboards showing project status, risks, and alignment to priorities; provide regular updates to the Division Director and Senior Leadership

    + Track capacity, throughput, and delivery forecasts to support efficiency improvements.

    Risk & Change Control

    + Maintain risk and issue logs; escalate as needed.

    + Support change control processes and ensure production changes comply with governance standards.

     

    Continuous Improvement

     

    + Facilitate retrospectives and implement process improvements across intake, prioritization, and delivery.

    + Coach and mentor teams on project management best practices, fostering adoption, and expanding understanding of methodologies.

     

    Qualifications for Success

    Education and Training

    + A bachelor’s degree in business, Information Technology, or a related field.

    + Project Management Certification (PMP, PMI-ACP, CSM) required

     

    Background Check:Must pass a criminal background check.

    Experience

    + Minimum of four (4) years of related IT project management experience.

    + Certifications:Preferred certifications include those in Agile (CSM, CSPO), Process Improvement (Lean Six Sigma) or Organizational Change Management (PROSCI,CCMP).

    + Proven experience managing technology projects including software development and SaaS implementation projects.

    + Strong written and verbal communication skills; able to clearly present complex information to technical and non-technical audiences.

    + Proficiency in Microsoft Office Suite and experience with project management tools(e.g., MS Project, Planner, Jira).

    + Experience leading technology projects using Agile, Lean, or hybrid methodologies.

    + Demonstrated ability to manage multiple technology projects and teams in a fast-paced, dynamic environment.
