Job Description
DOT/FMCSA Compliance Oversight
Ensure full adherence to federal, state, and company requirements across all fleet operations:
Maintain accurate USDOT information, MCS-150 filings, and carrier classifications (49 CFR 390).
Ensure vehicle maintenance files are complete, accurate, and up to regulatory standard (49 CFR 396.3).
Oversee driver pre- and post-trip inspection compliance, documentation, and defect correction (49 CFR 396.11 & 396.13).
Manage annual/periodic inspections, inspector qualifications, and recordkeeping (49 CFR 396.21).
Maintain complete, compliant Driver Qualification Files including MECs, MVRs, road tests, and annual reviews (49 CFR 391.51).
Oversee Hours of Service compliance where applicable (49 CFR 395).
Maintain the DOT Accident Register and ensure reporting accuracy (49 CFR 390.15).
Administer CDL Drug & Alcohol Testing Program, pre-employment screening, random testing, and Clearinghouse compliance (49 CFR 382).
Verify insurance coverage, minimum limits, and accuracy of on-vehicle documentation (49 CFR 387).
Fleet Operations & Maintenance
Manage preventive maintenance schedules and ensure timely execution across all fleet assets.
Track overdue PMs, review high-failure trends, and drive corrective action.
Oversee specialized equipment inspections such as boom trucks and forklifts.
Support the onboarding of new vehicles including telematics, cameras, titling, registration, insurance, and asset activation.
Telematics & Asset Tracking
Maintain telematics activation for all DOT‑regulated vehicles and applicable trailers.
Ensure GPS data is retained and utilized for IFTA, maintenance planning, and operational efficiency.
Implement tracker installation processes and close gaps for untracked units.
Regulatory Documentation & Recordkeeping
Ensure all required records can be produced within regulatory timeframes.
Maintain proper retention schedules for DVIRs, inspection reports, driver files, and accident logs.
Oversee corrective action plans, root-cause documentation, and closeout validation.
Fleet Administration & Financial Controls
Oversee fuel card program (WEX), PIN integrity, misuse monitoring, and integration with telematics.
Manage E‑ZPass assignment, toll violation reconciliation, and dispute documentation.
Coordinate IFTA compliance: quarterly filings, mileage verification, and fuel tax accuracy.
Support vendor management, contract oversight, and negotiation strategy.
Oversee asset release and residual value processes, including documentation, insurance removal, and resale preparation.
Registration, Title & Compliance Coordination
Validate proper weight classes and renewals across all states of operation.
Maintain relationships with registration vendors and state agencies.

Skills and Requirements
Qualifications
Required
Prior hands-on fleet management experience with DOT-regulated vehicles and compliance-intensive operations.
Strong working knowledge of 49 CFR Parts 387, 390, 391, 392, 395, and 396.
Experience managing a large dispersed fleet; bucket truck or utility/telecom fleet experience strongly preferred.
Proven familiarity with telematics platforms (Samsara or similar).
Experience overseeing PM programs, vendor management, and fleet administration.
Must be local to the Philadelphia Metro area.
Ability to travel occasionally to East Coast branches for urgent fleet needs.
Strong organizational and documentation discipline.
Preferred
Experience managing 300+ unit fleets or specialized equipment (aerial/bucket devices, reel trailers).
Prior experience supporting multi-state fleet compliance.
Strong analytical skills with ability to interpret data for operational improvements.
Proficiency with Microsoft Office Suite and fleet management platforms. Strong knowledge of DOT/FMCSA regulations and compliance practices.
Exceptional organizational and recordkeeping skills.
Ability to lead corrective action plans and drive accountability.
Skilled in vendor coordination and cross‑functional communication.
Strong problem-solving and operational decision-making abilities.
High degree of integrity, follow-through, and attention to detail.
