Zantech is looking for a talented Program Manager to contribute to the success of our upcoming Program Management, Cyber Support, and Financial Management Services project for an Onsite role based out of the Washington DC Metro Area

The Program Manager will play a crucial role in providing:

+ Single point of contact for Contracting Officer's Representative (COR) for overall contract performance

+ Program-level coordination for Acquisition supporting approximately $1 billion annually in aviation acquisition programs

+ Interface with leadership and Aviation Projects Acquisition Center (APAC) in Elizabeth City, NC

+ Support Assistant Program Executive Officer (APEO) – Aviation with strategic planning and program coordination

+ Coordinate across multiple Coast Guard aviation programs and small UAS platforms

+ Support Force Design 2028 headquarters reorganization initiatives affecting aviation acquisition

+ Coordinate on cyber requirements for aviation systems

+ Manage contractor team performance, quality assurance, and deliverables

The Program Manager serves as the Contractor Program Manager providing strategic program management support to the U.S. Coast Guard. Coordinates complex aviation acquisition programs valued at approximately $1 billion annually, interfaces with senior Coast Guard leadership. Compiles and analyzes program-level data, prepares senior leadership briefings and Congressional materials, and ensures timely delivery of all contract requirements. Manages contractor team to support Coast Guard aviation modernization under Force Design 2028.

Responsibilities include, but will not be limited to:

+ Serve as single point of contact for COR on all contract matters

+ Coordinate and track all actionable tasks through CG-931 program office

+ Compile Program Office deliverables into consolidated CG-931 products

+ Support APEO-Aviation and Aviation Mission System IPT Lead with strategic planning

+ Prepare draft correspondence, senior level briefings, reports, and program budgets for Coast Guard leadership

+ Research and gather data for Congressional Q&As and budget drills

+ Support Monthly Program Risk (MPR) Report development

+ Update DHS Portfolio briefings and Investment Review Board materials

+ Interface with PEO-Air, APAC, PEO-C5I, and other USCG directorates

+ Manage contractor team performance, schedules, and quality

+ Analyze Aviation Strategic Plan compliance

+ Support Force Design 2028 implementation initiatives

Required Experience or Knowledge of the following technologies/functions:

+ Minimum 10 years program management experience in DoD or DHS acquisition environments

+ Minimum 8 years experience with USCG major systems acquisitions strongly preferred

+ Minimum 5 years supervisory/management experience leading multi-disciplinary teams

+ Skills Required:

+ Strategic program planning and coordination

+ Senior leadership communication and briefing development

+ Federal acquisition processes and regulations

+ Aviation acquisition lifecycle management

+ Team leadership and personnel management

+ Stakeholder coordination across multiple organizations

+ Microsoft Office Suite proficiency

+ Ability to manage multiple complex priorities simultaneously

Required Security Clearance:

+ US Citizenship and the ability to obtain and maintain an active Secret or higher clearance, per contract requirements.
