The Division of Ecological and Water Resources is seeking to hire one (1) Full-time Unlimited Regional Watercraft Inspection Supervisor located in Sauk Rapids or Saint Paul. The specific location will be agreed upon at time of selection. The purpose of this position is to lead the Region 3 watercraft inspection program and supervise personnel. The Regional Watercraft Inspection Supervisor provides supervisory leadership to watercraft inspection personnel including hiring, training, direction of daily work tasks, and day-to-day troubleshooting and mentorship. The Watercraft Inspection Program (WIP) is part of the Invasive Species Program. The Supervisor will coordinate with other program staff and partners in the Division and in other DNR divisions and outside agencies to develop and implement watercraft inspection activities.
Responsibilities include:
+ Direct employees so that applicable labor agreements and plans are equitably administered, staff roles are clear, effective performance is achieved, and the importance of self-initiative, teamwork, safety, and compliance with DNR policies is understood.
+ Develop and plan regional watercraft inspection efforts to prevent the spread of invasive species into and within Minnesota waters. Summarize results and outcomes data, report results both internally and to external user groups and identify necessary program revisions.
+ Implement the watercraft inspection program on a regional basis. Perform and direct the necessary administrative functions to employ, train, equip, and manage temporary and permanent summer staff required to meet annual inspection goals.
+ Serve as an active and contributing member of the Division's Invasive Species Program team and serve on other committees or special project teams as assigned so that Division and Department goals and priorities are accomplished. Collaborate with others to help develop and deliver education products to meet the needs of the watercraft inspection effort, the Invasive Species Program, and other Division or Department Goals.
+ Provide technical expertise, policy guidance, and coordination and program analysis of locally delivered programs to improve understanding, integrate efforts, and enhance the effectiveness of the watercraft inspection program. Review Minnesota's Watercraft Inspection Protocols annually with Watercraft Inspection Program staff and ensure they are being carried out consistently statewide. Identify and implement projects to adapt and improve the program as needed.
This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement.
Minimum Qualifications
+ Two (2) years' experience implementing and operating natural resource programs related to control of invasive species; a bachelor's degree in natural resources sciences such as: ecological resources, water resources, natural resource management, environmental policy, biology or closely related field may substitute for one year of experience.
+ One (1) year experience that includes leadwork, supervising or directing staff, managing a project with staff to meet program objectives, job-coaching, or administering training to staff.
+ Knowledge of harmful invasive species that are present in and out of the state that have the potential to threaten the natural resources of the state, and knowledge of prevention practices and approaches that can be utilized to stop/deter their spread, sufficient to collaborate with others to develop and deliver education products to meet the needs of the watercraft inspection effort.
+ Working knowledge of aquatic and terrestrial ecosystems and their respective management techniques sufficient to provide technical expertise, policy guidance, and enhance effectiveness of the watercraft inspection program.
+ Knowledge of human resource policies and procedures and knowledge of the various bargaining unit agreements sufficient to maintain compliance with applicable labor agreements and DNR policies.
+ Human relations skills sufficient to effectively communicate with people having various backgrounds, interests, and levels of formal education
+ Ability to motivate, coach, reward, and if necessary, discipline staff based on each employee's unique skills, abilities, and needs.
+ Knowledge of budget and fiscal matters sufficient to review, analyze and monitor budgets.
+ Ability to write clearly and concisely to a variety of audiences, including writing technical reports, memos, contracts, accomplishment reports, and media content.
+ Ability to assimilate large quantities of technical information sufficient to summarize and communicate accurately, concisely, and in an easily understandable manner.
+ Ability to plan, develop, organize, and coordinate multiple projects with multiple timelines on a regional level sufficient to support the mission of the Watercraft Inspection Program
+ Knowledge and skill in the use of computers and Microsoft Word products sufficient to support program needs.
+ Ability to treat employees inclusively in the areas of accommodation, scheduling, expectations, individualized resource needs, training, and development sufficient to support the DNR workplace culture of respect and safety.
Preferred Qualifications
+ Advanced degree in natural resources sciences such as ecological resources, water resources, natural resource management, environmental policy, biology or closely related field.
+ Experience as a supervisor with the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward, and/or discipline employees.
+ Advanced coursework or training in the natural sciences.
+ Knowledge of the Department and Division structure and objectives; and division programs, policies, and procedures.
+ Experience with budget/financial management, resource allocation and project management.
+ Watercraft Inspection Program lead worker experience.
+ Experience designing and implementing invasive species watercraft inspection efforts.
Additional Requirements
This position requires an unrestricted Class D Driver’s license with a clear driving record; per DNR Fleet Policy, only those 18 years of age or older with a valid driver’s license may operate equipment and vehicles on behalf of the Agency.
