    Summary This position is part of the Air Force Elements, U.S. Transportation Command. Responsibilities As a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST at the GS-0343-14 some of your typical work assignments may include: Serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory Program Support Office employees assigned to the Defense Personal Property Management Office (DPMO). Also serves as the principal staff analyst and technical advisor to the DPMO Director and senior leadership. Plan, organize, and direct the DPMO administrative activities ensuring compliance with legal and regulatory requirements to meet Directorate needs. Exercise supervisory personnel management responsibilities. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Represent the DPMO with a variety of installation and functional area organizations. Establish, develop, and maintain effective working relationships to ensure all Boards, Bureaus, Councils, Committees, and Working Groups (B2C2WGs) are appropriately represented within the commands Information Flow and within the Commander's Battle Rhythm. Analyze, develop, and evaluate detailed plans, goals, and objectives for short and long-range implementation of assigned operations and programs. Requirements Conditions of Employment Qualifications You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Expert knowledge of management principles, organizational theory; techniques of analysis and evaluation, along with knowledge of administrative management support functions, principles, techniques and programs to effectively balance program requirements against overall management goals. Knowledge of the mission, roles, functions, organizational structures, and operations of an agency, DOD and Service Components that govern, interface with/or influence the Defense Personal Property Management Office. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Developing, adapting, modifying, and applying advance management principles and techniques to define, clarify and/or resolve problems and negotiate and defend findings and alternative solutions to senior management. Expert knowledge of wide range of qualitative and quantitative methods for assessment and improvement of program effectiveness or improvement of complex management processes and systems. Skills and ability to communicate effectively with others, both orally and in writing in situations to work out solutions to sensitive complex problems or issues. Analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
