    Summary The Safety and Occupational Health Specialist is an integral member of the Safety and Health program at the Erie VA Medical Center. This position is responsible for supporting safety and health staff in regulatory compliance, research, training, program development, accident prevention and safety surveys in a healthcare environment. Responsibilities Position Description Title/PD#: Safety & Occupational Health Specialist/PD051320 Work schedule: Monday - Friday, 8:00am - 4:30pm Major Duties include but are not limited to: Administers safety and occupational health activities. Performs survey work to identify and evaluate hazardous and non-hazardous industrial work operations and conditions and to recommend corrective procedures where the potential for injury or property damage exists. Participates as a member of a team led by a higher-graded specialist; conducts a limited segment of a major inspection; surveys non-ionizing radiation sources, the use of machine guards, and chemical storage areas; and drafts a report of findings proposing corrective measures for unsafe conditions and hazardous work practices. Conducts independent inspections of small, privately-owned firms where exposure and type of hazard is predictable in advance. Provides informal instruction to work leaders and employees covering a variety of standard, general safety. and occupational health subjects including mishap prevention and safe working practices. Analyzes accident and injury reports, studying data to discover trends and mishap causes and to develop recommendations for eliminating or controlling the hazards detected. Performs inspections of the entire medical center and construction work being performed by contractors. Inspections of private homes used in the Community Residential Care Program, halfway houses, and homes used in the Homeless Veterans Program are also conducted. Inspections and surveys are conducted to assure that the area inspected conforms to applicable standards, as dictated in VA manuals, National Fire Protection Association® (NFPA®) Standards, the Life Safety Code, National Fire Codes, Occupational Safety and Health Administration (OSHA) regulations, and other applicable safety regulations. Serves as a representative of the Safety, Occupational Health, and Fire Protection Committee, and reviews all reported safety hazards and corrective actions, then reports those to the committee. Advises management and the general employee population of safety policies and actions taken or needed such as to control hazards of asbestos, excessive noise, unsafe work practices that must be modified, and all safety and occupational health matters at the medical center. Prepares, issues, and maintains follow-up control of all safety-related publications for the medical center. These publications deal with issues such as environmental health, asbestos control, fire protection, inspections, The Joint Commission compliance, etc. Reviews and conducts investigations of accidents resulting in injury, property damage, and/or fire. Monthly, quarterly, and annual accident reviews and reports are prepared by the incumbent. Conducts supervisory and employee training programs in safety and occupational health, and coordinates training programs conducted by outside agencies or departments. Develops and evaluates all safety, occupational health, and fire protection programs that are conducted by Safety Office staff and is responsible for assuring that training needs of employees, in regard to health and safety, are adequately met. Incumbent is the coordinator for disaster planning activities and, as such, is responsible for preparing and revising emergency disaster plans, coordinating drills, and meeting with outside agencies to develop emergency planning and assistance programs. Performs other related duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Basic Requirement/Individual Occupational Requirements (IOR): Must meet one of the following Education or Specialized Experience or Certification: Education : Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (Transcripts must be submitted with application) OR Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.
