    Summary This position is located with Bonneville Power Administration, in the Safety West (NFW) organization of Safety (NF), Chief Administrative Office (N). A successful candidate in the Safety and Occupational Health Manager (Safety Director) position will serve as the Director of Safety West, supervising a staff of safety and occupational health specialists in providing planning, development and administration of directives, programs, systems and work processes. Responsibilities This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) year's total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management. As a Safety and Occupational Health Manager (Safety Director), you will: Plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for completion of work. Develop, oversee and execute field safety policies, standards and practices to ensure compliance. Identify best industry practices and implement continuous improvement initiatives to reduce work process risks, raise safety awareness, and improve safe work practices. Oversee the execution of policy, programs, and priorities for ensuring safe work practices in contracted services throughout the agency's service area. Participate with senior staff personnel in reviewing and evaluating new or proposed policies, procedures, and regulations or prototype equipment and advise on implementation. Represent the agency and the safety organization in conferences and meetings with other agencies, state and local authorities, private industry, and public groups in efforts to obtain all viewpoints regarding proposed programs or program changes and to assure cooperative action by all parties involved. Requirements Conditions of Employment In accordance with Executive Order 14170, applicants are encouraged to respond to four short, free-response, essay questions in the questionnaire. You must answer all of these questions completely and truthfully. Key Requirements: You must be a United States Citizen. This employer participates in the e-Verify program. Males must abide by Selective Service registration requirements. You will be required to report in person to the official duty location. Conditions of Employment: Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually. This position requires a valid driver's license as a condition of employment. May require up to 30% travel per year throughout Oregon, Washington, Idaho and Montana. First time supervisors will be required to serve a 1 year probationary period. May be required to serve as Contracting Officers Representative for BPA grants and agreements; this duty includes additional training and certification. The work requires regular and recurring physical exertion related to frequent inspections and surveys requiring considerable standing, walking, climbing, bending, crouching, stretching, reaching or similar movements. Occasionally, there may be a need to lift and carry moderately heavy objects. The work may require some degree of agility and dexterity. The work involves regular and recurrent exposure to hazards, unpleasantness, and discomforts such as moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, lead, asbestos and rugged terrain. Protective equipment and clothing may be needed, including hardhat, metatarsal shoes, earmuffs or plugs, goggles, respirators and gloves. The incumbent must achieve and maintain their permitted access to BPA energized facilities. A CUSP or higher certification is preferred but not required. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-13, in the Federal service. Specialized experience for this position is defined as 1) directing and coordinating the administration of occupational safety and health programs; 2) developing and executing field safety policies, standards and practices to ensure compliance; and 3) evaluating organizational programs for compliance with occupational safety and health requirements (i.e. laws, regulations, policies, etc.). "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
