Description
The Norfolk Circuit Court Judge's Office is an integral part of the judiciary in Norfolk, Virginia, providing essential administrative and legal support for the Circuit Court's operations. The office assists in managing the flow of legal proceedings, ensuring the timely and efficient handling of cases, and maintaining the integrity of judicial processes. The office supports the Circuit Court judges in administering justice in a variety of civil, criminal, and family law matters. As part of the Norfolk Circuit Court, the Judge's Office is dedicated to upholding the rule of law by ensuring that all court proceedings are conducted fairly, impartially, and in accordance with state and federal law. The office also facilitates communication between judges, attorneys, litigants, government agencies, and other stakeholders to promote an effective judicial system.
The mission of the Norfolk Circuit Court Judge's Office is to support the judges of the Circuit Court by providing efficient administrative assistance, promoting fairness, transparency, and accessibility in the legal process, and ensuring the smooth and timely progression of cases. The office is committed to upholding the highest standards of professionalism, integrity, and service to the community and the judicial system. By working closely with legal professionals, government entities, and the community, the Norfolk Circuit Court Judge's Office strives to contribute to the fair and efficient administration of justice in Norfolk, Virginia.
The Therapeutic Dockets Coordinator is responsible for the coordination, administration, and daily operations of the court’s therapeutic dockets, including but not limited to Recovery Court, Mental Health Docket, and Veterans Docket. This position works closely with judges, court staff, treatment providers, probation, the Commonwealth’s Attorney, defense counsel, and community partners to ensure effective program delivery, compliance with grant requirements, and positive participant outcomes.
Department Hiring Salary Range: $69,945.22 - $74,927.07
Essential Functions
Essential functions include but are not limited to:
+ Coordinate and manage the day-to-day operations of assigned therapeutic dockets.
+ Serve as the primary liaison between the court, treatment providers, probation, and other stakeholders.
+ Facilitate staffing meetings and court sessions, including preparation of agendas, case summaries, and participant progress updates.
+ Monitor participant compliance with program requirements, court orders, and treatment plans.
+ Maintain accurate and confidential participant records, files, and databases.
+ Collect, track, and report program data in accordance with grant, state, and local requirements.
+ Prepare, submit, and manage the annual grant application(s) supporting therapeutic dockets, including Recovery Court and other grant-funded programs.
+ Ensure ongoing compliance with all grant terms and conditions, including fiscal requirements, performance measures, reporting deadlines, and audit readiness.
+ Serve as the primary point of contact for grant administrators and funding agencies.
+ Assist with grant compliance, including documentation, reporting deadlines, and audits.
+ Develop and update program policies, procedures, and participant handbooks as needed.
+ Coordinate referrals, screenings, and admissions into therapeutic dockets.
+ Schedule court hearings, staffing meetings, and treatment-related appointments.
+ Communicate regularly with participants regarding expectations, court dates, and program requirements.
+ Assist with training for stakeholders, staff, and community partners.
+ Identify opportunities for program improvement and make recommendations to leadership.
+ Ensure compliance with applicable laws, regulations, and best practices related to problem-solving courts.
Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Bachelor’s degree in criminal justice, social work, public administration, psychology, or a related field required.
Five years' experience required with a minimum of two (2) years of experience working in a court setting, treatment program, probation, or related human services field preferred.
Experience with grant-funded programs or data reporting strongly preferred.
Additional Information & Requirements
Work Location : 150 St. Paul's Blvd., Norfolk, VA 23510
Work Hours : Monday through Friday; 8:30am to 5:0pm

+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
