As a Senior Munitions Response Consultant, you will help guide teams in developing, implementing, and documenting munitions response projects to address our Department of Defense clients’ cleanup obligations under regulatory programs such as CERCLA and RCRA. For this role you will lead teams in developing technically sound, innovative, and strategic approaches to characterize, remediate, and monitor munitions response sites and provide guidance, oversight, and senior review of key deliverables associated with the various phases of the regulatory programs. You will be responsible for ensuring the technical competence and quality of munitions response deliverables such as: Explosives Safety Submissions, Work Plans and Quality Assurance Project Plans for characterization, remediation, and long-term monitoring, Engineering Evaluation/Cost Analyses, Preliminary Assessment/Site Inspection Reports, Remedial Investigation/Feasibility Study Reports, Proposed Plans and Records of Decision, After Action Reports, Remedial Action/Construction Completion Reports, and Long-term Monitoring Reports. You will also support integration of munition response actions with military construction projects, manage projects as needed, and support Strategic Initiatives that could help grow our business and are advantageous for the client.
To be successful in this role, you must be able to integrate an understanding of munitions types, characteristics, and fate in the environment with a thorough understanding of all aspects of the regulatory process, thereby ensuring our clients’ success in meeting their munitions cleanup obligations. Therefore, you will need to demonstrate applied knowledge of the various steps of CERCLA and RCRA as they relate to munitions response; knowledge and experience with implementing Quality Control and Quality Assurance across all munitions response activities; thorough understanding of and project experience with technologies associated with characterization and remediation of munitions sites, including application of the most appropriate technologies, such as analog detection technologies, digital detection/ classification technologies including Advanced Geophysical Classification, positioning technologies such as Global Positioning Systems, remote technologies such as unmanned aerial vehicles and remotely operated vehicles, and incremental and discrete sampling of environmental media for munitions constituent; experience in preparing Explosives Safety Submissions and the current expertise necessary to review and verify the submissions are technically sound and meet the requirements of the most current NOSSA Instruction or Marine Corps Explosives Safety Management Program Order (MCO), as administered through MARCORSYSCOM; and in depth understanding and use of key Navy, regulatory, or other guidance associated with or applicable to munitions response such as: Department of the Navy Environmental Restoration Program Manual, Naval Facilities Engineering Command Munitions Response Remedial Investigation/Feasibility Study Guidance, Military Munitions Rule, Munitions Response Site Prioritization Protocol, NAVSEA OP 5, NOSSA Instruction 8020.15E (or more current, as applicable) and related guidance, MCO 8020.10 (or more current, as applicable) and related guidance, EPA guidance for various phases of the CERCLA and RCRA processes, Uniform Federal Policy for Quality Assurance Project Plans for chemical contaminants (e.g., munitions constituents), advanced geophysical classification, and munitions response.
• Bachelor’s degree in environmental engineering, civil engineering, environmental science, geology or other closely related technical degree
• Demonstrated professional experience applying CERCLA and RCRA to munitions response projects
• Knowledge and experience with implementing Quality Control and Quality Assurance across all munitions response activities
• Experience in preparing and reviewing Explosives Safety Submissions
• In depth understanding and use of key Navy, regulatory, or other guidance associated with or applicable to munitions response
