    **Description** The Project Development Manager is responsible for the overall management of all project pursuits and startup from the request-for-proposals through the Q2 review, after which project supervision will transfer to the Project Execution Manager. The Project Development Manager will closely engage with the the business line team and the individual project managers to create, facilitate and manage a consistent and coherent project pursuits and startup process.

    + Manage, develop, and improve project proposal process.

    + Direct and oversee management of proposal resources and collaborate with all offices on improving those resources.

    + Develop staff to pursue and capture projects including making proposals and presentations.

    + Assess project and pursuit risks.

    + Facilitate go/no-go analyses and decisions.

    + Working with department and project management groups, appoint proposal managers and facilitate the assignment of proposal preparation teams.

    + Oversee proposal development including scope, budget, schedule and resources.

    + Facilitate and oversee contract reviews and negotiations in collaboration with business line director.

    + Conduct Q1 and Q2 reviews.

    + Work with department and project management to ensure that staff resource assignments are aligned with the project requirements with respect to roles, skills and quantity. Ensure that client diversity goals and initiatives are met.

    + Provide senior-level technical advice regarding execution of engineering projects to the proposal teams.

    + In consultation with the project execution manager and leadership, review and approve all budgets and schedules for proposals efforts, including determining appropriate compensation arrangements and financial performance metrics for the projects.

    + Ensure alignment and support of regional office proposal efforts and risk assessments.

    + Conduct annual performance evaluations for direct reports.

    + Comply with the Burns & McDonnell Quality Control program.

    + Performs other duties as assigned

    Qualifications

    + Bachelor Degree in engineering or related degree from an accredited program. and 7 years relevant consulting experience, preferably in transmission engineering design and/or project management, consulting, or program management. Required

    + Expert experience in client and business development.

    + Expert experience in project management including planning, design team coordination and communication, budgeting, schedule management, and client coordination.

    + Expert experience in proposal development.

    + Experience in contract negotiations.

    + Excellent facilitation, collaboration, organization, and problem solving skills.

    + Demonstrated financial success on completed projects.

    + Ability to thoughtfully and positively influence, lead and manage.

    + Excellent planning and analytical skills.

    + Excellent oral and written communication skills, and able to clearly and effectively present complex information to all levels of employees, management, and clients.

    + Strong interpersonal skills.

    + Expert knowledge of project management methodologies and tools including the use of Microsoft Project or equivalent.

    + Professional Engineer (PE) License Preferred

     

    Compensation

     

    $150,000.00-325,000.00 Yearly

     

    The expected compensation range for this position is displayed in compliance with all local/state regulations. The expected compensation range for this position is based on a number of factors, including but not limited to: individual education, qualifications, prior work experience and work location. The total annual compensation package will consist of a base salary and eligibility to participate in our discretionary year-end incentive bonus program.
