    Indiana Department of Environmental Management (IDEM):

    Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

    Role Overview:

    This position is essential for protecting the health and safety of Indiana citizens. The role is responsible for ensuring the reliability, security, and high availability of critical IT systems that support the agency's environmental management functions. These systems underpin the agency's ability to monitor, report, and respond to environmental incidents, regulatory compliance, and public health risks. The role's duties: such as integrating and maintaining cloud and on-premises infrastructure, enforcing security and compliance standards, and providing Tier 3 support for emergent issues, directly impact the agency's capacity to deliver timely and accurate information and services that safeguard public health and the environment.

     

    The selected candidate will responsible for ensuring the agency is able to fulfill legally mandated duties and responsibilities. The agency's mission includes compliance with state and federal environmental laws and regulations. The role's responsibilities include managing secure data integration, maintaining compliance with security frameworks (e.g., FedRAMP, or GovRAMP), and supporting data submissions to entities like the EPA are integral to meeting these legal obligations. The position's role in developing and enforcing governance, policies, and technical standards ensures that the agency's IT systems operate within the boundaries of applicable laws and regulations.

     

    This role is a technical leader who enables the efficient and effective delivery of state services by: streamlining workflows and automating deployments for rapid response and continuous improvement; ensuring high system availability and performance for mission-critical applications; providing mentoring and support to IT staff, which elevates the overall technical capability of the agency; and managing ticket queues and prioritizing issues to maintain service levels.

     

    The ideal cadidate would, at a minimum, be fluent in the Software Development Life Cycle (SDLC), Application Lifecycle Management (ALM), Git workflows, and the Agile methodology.

     

    These activities ensure that agency staff and the public have reliable access to the information and services necessary for environmental protection and regulatory compliance.

    Salary Statement:

    The salary for this position traditionally starts at $79,118.00 but may be commensurate with education or work experience.

     

    A Day in the Life:

    The essential functions of this role are as follows:

    + Provide technical leadership on complex projects and act as an SME in business or functional areas.

    + Document and communicate project software and hardware requirements for enterprise application software.

    + Devise or modify procedures to solve highly complex problems considering computer equipment capacity and limitations, operating time, and form of desired results to obtain maximum computer utilization.

    + Confer with department management to assist in planning, organizing, and controlling activities for highly specialized technical areas.

    + Confer with the user community to conduct, through research, fact-finding, and analysis to formulate and define system requirements, scope, and objectives, establish priorities, and monitor the progress of complex information systems for highly specialized technical areas.

    + Prepare detailed project feasibility studies, formulates complete system scope, project cost, time estimates, and human resource and IT infrastructure requirements for new and existing computer information systems.

    + Prepare detailed specifications from which application software will be written.

    + Prepare and conduct system test planning for complex systems.

    + Design, code, test, debug, and documents new application software programs and/or makes enhancements to existing application software programs of all levels.

    + Execute and monitor that task conforms to shop techniques, standards, policies, and procedures.

    + May use case tools and/or application development software tools.

    + Provide complete documentation for new or modified information systems and/or application software programs, including operational procedures and manuals.

    + Assist, direct, train, monitor and coordinate the work of less experienced application software developers and/or application systems analyst staff and assists with the development of difficult and highly complex programs.

    + May function as Team and/or Project lead responsible for completion of project phase.

    This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

    + Thorough knowledge of application development software tools and application development software languages.

    + Thorough knowledge of the most recent advancement of information technology equipment, operation, and capabilities.

    + Ability to perform problem solving and analytical analysis.

    + Ability to work independently under general direction.

    + Ability to manage multiple application development software projects or existing systems and related priorities.

    + Ability to read and understand complicated technical manuals.

    + Ability to establish and maintain a cooperative working relationship with others.

    Supervisory Responsibilities/Direct Reports:

    This role may be utilized in a supervisory capacity based on agency needs.

    Difficulty of Work:

    The Applications Systems Analyst/Programmer - Specialist applies application development techniques and general agency guidelines in developing highly technical and/or specialized computer information systems for a variety of business areas using considerable technical judgment in selecting those techniques and procedures most pertinent. Assignments involve developing new, innovative enhancements to existing highly technical state-of-the-art information systems applying procedures and adopting techniques to meet application software requirements effectively and efficiently. This role works with higher-level management to plan, design and develop information systems that address the goals and objectives set forth. This individual is involved in providing critical technology submissions and/or alternatives that affect the project or unit organization’s effectiveness. Assignments are carried out conforming to agency policies, standards, procedures and techniques.

    Responsibility:

    The Applications Systems Analyst/Programmer - Specialist works as a highly technical specialist responsible for developing complex computer information systems for a variety of agencies and program areas. This role works with higher-level management to plan project goals and is accountable for the quality of work performed. Work has a direct influence and impact on the agency’s ability to successfully administer the business operation on management decisions and has an impact on an individual agency’s budget. Completed assignments are reviewed for compliance with policies, standards, procedures and achievement of the desired objectives.

    Personal Work Relationships:

    This individual will be expected to partner with agency personnel and related stakeholders working towards completion of assigned functions. Exceptional customer service is provided to agency partners and/or the general public.

    Working Conditions:

    This role performs work in a standard office environment.

    Physical Effort:

    This role performs work in an environment where sitting for extended periods of time could be expected.
