Summary You will serve as a SUPERVISORY CHEMIST in the Laboratory Quality and Accreditation Office (Code1561) in the Quality Performance Control Division (Code 1560) of the Naval Shipyard Support Office (Code 1500) of NORFOLK NAVAL SHIPYARD. Responsibilities You will assist the Director with the establishment of long-range plans, goals, and objectives, performing planning, programming, and budgeting functions. You will exercise administrative control and evaluate performance, organizational structure and staffing requirements. You will develop policy, technical manuals and guidance documents, and set policy and criteria to ensure efficiency and effectiveness of Navy in-house and contract laboratories and support services. You will develop and recommend broad DOD Component policy for environmental data quality. You will provide expert technical advice and assistance on issues involving generation acquisition and use of materials testing and environmental data. You will instruct all new employees on the responsibilities, management, policies, organization, procedures and goals of this office/center. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying principles and practices of chemistry that enable the incumbent to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods. Experience interpreting requirements related to laboratory testing and providing expert advice to agency and command headquarters and field personnel. Experience developing policy, technical manuals, and guidance documents for material testing and environmental sciences. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
