    Manage and lead the Project Finance Section responsible for providing strategic financial solutions, analysis, and reporting to advance transportation projects.

    Your Specific Responsibilities:

    Manage and lead the Project Finance Section, which provides strategic financial solutions, analysis, and reporting to advance transportation projects. Responsibilities include toll revenue projection and allocation, administration of the State Infrastructure Bank (SIB) program, financial management of innovative financing methods including, but not limited to, Public-Private Partnerships (P3s), and preparation of major project financial plans. Additionally, oversee coordination of financing through the Florida Department of Transportation Financing Corporation.

     

    Supervise the preparation and maintenance of financial data for the Department’s toll facilities and managed lanes. Ensure toll revenue allocations are accurate and reflect the current financial status of each facility.

     

    Oversee the management of the State Infrastructure Bank (SIB), a revolving loan and credit enhancement program used to provide loans and other assistance to public and private entities for infrastructure projects eligible for assistance under state and federal law.

     

    Manage and coordinate staff in developing and implementing project-specific transportation finance strategies, such as Public-Private Partnerships (P3) and the Transportation Financing Corporation. Assess and recommend additional innovative financing solutions as requested.

     

    Ensure that all Major Project Financial Plans are prepared and finalized in a timely manner, fully compliant with federal requirements, and accurately represent the project’s cost estimates and revenue structure.

     

    Serve as contract manager for the Department’s statewide financial advisory contracts. Oversee procurement processes and assign tasks to financial advisors. Research and present innovative financing strategies to enhance project funding and delivery.

    The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

    Knowledge of:

    + Knowledge of the concepts, terminology, principles and analytical techniques related to the issuance of municipal bonding financings, public-private partnerships, and innovative financing strategies; Knowledge of the principles and practices of supervision and management; Knowledge of the concepts, terminology, principles and analytical techniques related to the development and negotiation of loan agreements and financing agreements.

    Skills in:

    + Skills using Microsoft products such as Word, Excel and PowerPoint.

    Ability to:

    + Ability to analyze and interpret financial data; Ability to analyze processes and implement improvements to include documentation of such processes; Ability to solve problems relating to financing approaches; Ability to apply and develop applicable rules, regulations, policies and procedures; Ability to effectively communicate, both verbally and in written form, within the Florida Department of Transportation (FDOT) organization and to external business partners of the FDOT organization; Ability to establish and maintain effective working relationships with internal and external customers; Ability to supervise, train and evaluate staff.
