Position Objective:
MTA Consolidated Pensions is a consolidation of the administration and assets of the MTA-sponsored defined benefit plans providing pension benefits to eligible employees of Long Island Railroad, Metro-North Railroad, Staten Island Rapid Transit Operating Authority, sworn officers of the MTA Police Department, MTA Bus Company, and Manhattan and Bronx Surface Transit Authority. The defined benefit plan covering these eligible employees are highly complex and technical multi-article plan. Each article of the plan varies and combines new pension provisions with legacy programs.
Additionally, MTA Consolidated Pensions assists MTA employees enrolled in the New York State Local and Employee Retirement System (NYSLRS) and the New York City Employees’ Retirement System (NYCERS), as well as responds to inquiries from NYSLRS and NYCERS.
The Special Projects Manager of Consolidated Pensions will provide support to the Senior Directors of Consolidated Pensions in implementing necessary quality controls, review, and reporting processes. In addition to this, there will be regularly scheduled projects and ad hoc projects to carry out solo or with the Pension staff. These projects will include, but are not limited to, the Annual Valuation and the Annual NYS Compliance Audit.
The Special Projects Manager will be the lead on regularly scheduled projects, supervising the team of Reconciliation Analysts as well as managers and operations analysts throughout the life of the projects.
Responsibilities:
+ Create a calendar of weekly, monthly, quarterly, and annual tasks and projects to ensure the ongoing accuracy of data in the PeopleSoft Pension module. These projects include, but are not limited to, the annual actuarial valuation, annual retiree affidavit project, Beneficiary Designation updates, and employee contribution obligation.
+ Assist staff in working with Actuaries for the annual Actuarial Valuation project. Analyze valuation data for accuracy and completeness.
+ Work with BSC Benefits and BSC HRIS on correctly maintaining participant pension contribution records and dates of death for deceased employees and retirees.
+ Provide guidance and respond to inquiries from both internal and external auditors regarding pension procedures, calculation methodology, plan interpretation, past practices, and other plan administrative matters in conjunction with ongoing and/or ad hoc audits.
+ Analyze pension service data for accuracy and make adjustments in the PeopleSoft Pension module, as necessary.
+ Review MNR lost time claims due to injury and make adjustments in the PeopleSoft Pension module, as necessary.
+ Review employee contribution setup for participants in NYSLERS, VDC, and MTA Defined Benefit Pension Plan.
+ Provide payroll reports for Pension staff accountants to support cash reconciliations and reporting of employee contributions on financial statements.
+ Complete the Annual NYS Compliance Audit for MTA Consolidated Pensions.
+ + Work with Reconciliation Analysts to enhance their PeopleSoft Query skills and oversee their work, which includes their contribution to all the above-listed tasks.
+ Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review the performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
+ Other duties as assigned.
Required Knowledge/Skills/Abilities:
+ Must have knowledge of PeopleSoft’s Human Capital Management system, including the customized pension modules.
+ Must have knowledge of creating queries in PeopleSoft.
+ Must have proven managerial experience, including being able to manage team members within the scope of a project.
+ Must possess an understanding of Pension Plan documents
+ The candidate must be able to develop clear project plans that can be conveyed to staff for implementation.
+ The candidate must be able to manage the projects and staff assigned to those projects without interfering with core pension functions.

Required Education and Experience:
+ Bachelor’s degree in Business , Transportation, Public Policy, or a related field,d or an equivalent combination of education and experience may be considered in lieu of a degree.
+ Minimum of 8 years in progressively responsible positions in the field of administering pension plan benefits, payroll, or satisfactory equivalent of experience within an organization.
+ Demonstrated supervisory and/or leadership abilities
The Following is/are preferred :
+ Master’s degree in a related field.
+ A strong background in MTA Payroll.
+ Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
+ Attainment of or in the process of attaining specific functional licenses or certifications in the area of specialty, if applicable.
+ Familiarity with the MTA’s policies and procedures.
+ Familiarity with the MTA’s collective bargaining procedures.
Other Information
May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites .
