The Division of Administration/Office of Risk Management has a vacancy. This job title has an assigned pay grade of AS-619.
The Office of Risk Management (ORM) is the Division of Administration ancillary agency that administers the comprehensive risk management program for the State of Louisiana and is solely and statutorily responsible for managing all state insurance coverage, both purchased and self-insured, for workers’ compensation, property, and casualty exposures. ORM is also responsible for managing all tort claims made against the State and department/agency/board/commission clients. At the designation of the Commissioner of Administration, ORM serves as the State of Louisiana public facilities sub-recipient representative for Federal Emergency Management (FEMA) Agency Public Assistance (PA) Grants under Subpart G, Title 44 Code of Federal Regulations.
Job Focus Areas
The State Risk Adjuster 6 (Manager) over the Property Claims & Disaster and Recovery Management Unit is a program manager position within ORM, and provides direct supervision over three State Risk Adjuster 5 (Supervisor) positions. This position has functional management over the State’s Third Party Administrator (TPA) claims handling activities relating to all property lines of insurance, including: building and personal property, equipment breakdown, crime and fidelity, fine arts, bridge damage; and also for claims relating to ORM’s terrorism policy.
The incumbent serves as the primary assistant to the Unit Administrator, providing essential support in the administration of all disaster management and property claim services, duties and responsibilities of the office. The incumbent reports to and receives administrative direction from the State Risk Administrator over Property Claims, Disaster Management and Recovery Services.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Seven years of experience in insurance claims adjusting, examining, or investigation; accident investigation, legal research, project management, contract management, or construction management; OR
Six years of full-time work experience in any field plus four years of experience in insurance claims adjusting, examining, or investigation; accident investigation, legal research, project management, contract management, or construction management; OR
A bachelor's degree plus four years of experience in insurance claims adjusting, examining, or investigation; accident investigation, legal research, project management, contract management, or construction management; OR
An advanced degree in risk management or insurance, business or public administration, safety or legal studies, construction management, or a health services field plus three years of experience in insurance claims adjusting, examining, or investigation; accident investigation, legal research, project management, contract management, or construction management.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Direct and oversee ORM first-line supervisors responsible for monitoring TPA desk examiners, claim adjusters, and catastrophe adjusters, including review of complex commercial property claims, coverage determinations, scopes of damage, and high-profile files.
+ Exercise comprehensive TPA contract oversight by evaluating claim files against performance standards and guidelines, ensuring compliance with contract terms, leading quarterly unit meetings, and conducting performance reviews of the TPA and its personnel.
+ Monitor and manage complex claims activities, including subrogation matters and litigation coordination with legal counsel, preparation and review of sensitive correspondence, and maintenance of detailed reports for senior leadership.
+ Lead catastrophe and disaster response functions by evaluating catastrophe adjuster work, recommending activation of Emergency Adjusting Services, providing ongoing verbal and written briefings to executive leadership, and supporting statewide FEMA recovery efforts for federally declared disasters.
+ Apply advanced analytical and Excel skills to collect, track, and analyze large, complex datasets; identify trends, inaccuracies, and cause-and-effect relationships; and oversee the development of highly specialized and complex reports.
+ Consult with staff to ensure efficient, lawful, and goal-aligned operations; recommend and implement internal policies and process improvements; and assist leadership in workforce development, including professional growth plans and identification of training needs.
