    Summary:

    Information Technology Services is a team of dedicated professionals providing core technology and cybersecurity services to agencies statewide, enabling state employees to serve Idaho's citizens. We sincerely hope you will consider being part of our success!

     

    Information Technology Services (ITS), currently has an opening for a Financial Officer position in our Chinden office in Boise.

     

    The ideal candidate will lead the agency’s financial accounting or auditing staff and program and perform related work.

     

    Please note: The successful candidate will be required to pass multiple, comprehensive fingerprint-based background checks specific to the agencies ITS supports.

    Example of Duties:

    + Hire, train, and evaluate the performance of professional staff and manage their activities.

    + Direct the development of and changes to financial reporting and management systems which are subject to frequent and major modifications and direct their implementation.

    + Develop and recommends financial policy and procedures.

    + Ensure financial reporting systems and documents are in compliance with laws, policies, standards, and regulations and with generally accepted accounting principles and practices. Actions they take may have significant legal ramifications.

    + Direct the preparation of a variety of financial documents used in management decisions.

    + Provide professional consultation to management regarding financial matters and in the application of information technology to support the operation of various accounting, auditing, or budgeting reporting systems and requirements.

    + Revenue and expense management for fiscal year-end projections and management

    + Cash management, state line of credits, interest income/expense

    Minimum Qualifications:

    Good knowledge of:

    + Accounting principles and practices

    + Typically gained by at least 4 years of professional work experience as an accountant, or equivalent, applying Generally Accepted Accounting Principles (GAAP) OR an Associate's degree in accounting AND at least two years of professional work experience as an accountant or equivalent.

    + Management practices

    + Typically gained by at least 4 years’ experience performing as a supervisor which required work assignment, direction and monitoring staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations and handling problem-solving procedures OR At least 2 college credit courses or seminars specifically covering supervisory practices PLUS at least 2 years’ experience performing as a full supervisor OR completion of 4 college credit hours of courses or seminars covering the essential elements of management (planning, organizing, leading and controlling).

    Experience:

    + Supervising others

    + Typically gained by at least 2 years of supervising others

    + Auditing and interpreting computerized financial reports and data

    + Typically gained by at least 2 years of auditing and interpreting computerized financial reports and data

    + Auditing or designing and maintaining computerized financial reporting systems and subsystems

    + Typically gained by at least 2 years of auditing or designing and maintaining computerized financial reporting systems and subsystems

    + Auditing or establishing internal financial reporting controls

    + Typically gained by at least 2 years of auditing or establishing internal financial reporting controls

    + Preparing financial management or audit reports

    + Typically gained by at least 2 years of preparing financial management or audit reports

    + Preparing and making oral presentations

    + Typically gained by at least 2 years of preparing and making oral presentations

    Preferred Qualifications:

    + ITS is an internal services organization for IT services within the State of Idaho using a Statewide Cost Allocation Plan (SWCAP). Familiarity with cost recovery, allocation and federal SWCAP is a key component of the fiscal operations.

    + Functional knowledge and use of the State of Idaho enterprise system, Luma, including financial management and state budget management within Sherpa as well as Enterprise Reporting within Cognos.

    + Functional knowledge and practice with the State of Idaho budgeting process and materials

    + Understanding of State of Idaho procurement laws and rules

    + Experience with personnel budgeting, tracking and management of related appropriations

    + Experience with Federal grant processes, laws and requirements

    + Experience with internal budgets (spending plans), reporting and reconciliation
