IT Project Manager
_TS/SCI with Polygraph Required_
_Salary Range: $154,000 - $187,000 per year_
Ops Tech Alliance (OTA) is seeking an experienced **Information Technology Project Manager** (IT PM) to lead the successful delivery of complex IT initiatives. In this role, you will oversee the full project lifecycle—from planning and initiation to execution and completion—ensuring projects are delivered on time, within scope, and aligned with customer and organizational goals.
As the primary liaison between cross-functional technical teams and the customer, you will translate strategic objectives into actionable project plans, manage resources, mitigate risks, and ensure all deliverables meet technical requirements, quality standards, and compliance obligations. This is a leadership position that requires strong communication, problem-solving, and organizational skills to drive results in a fast-paced environment.
_THIS POSITION IS CONTINGENT UPON CONTRACT AWARD_
Primary Responsibilities
+ Lead and manage cross-functional teams, including Systems Engineers, Software Developers, Analysts, Administrators, Security Specialists, and QA Engineers
+ Plan, schedule, and coordinate all project phases and activities to ensure timely, successful project delivery
+ Serve as the primary interface between business stakeholders and technical teams, clearly communicating objectives, progress, risks, and dependencies
+ Monitor, document, and regularly report project progress to stakeholders, ensuring transparency and alignment on project status, risks, schedule, and budget
+ Identify and mitigate risks proactively, implementing corrective actions and adjustments as necessary to maintain project momentum
+ Oversee adherence to IT security protocols, quality assurance processes, compliance requirements (DoD 8570.01M), and contractual obligations
+ Facilitate regular stand-ups, cross-team integration sessions, and technical exchanges to maintain effective team communication and coordination
Required Qualifications
+ Top Secret security clearance with polygraph
+ Bachelor's degree in systems engineering, software engineering, computer science, information technology/systems, or equivalent
+ Minimum of 3 years of experience managing information technology projects, particularly in federal, DoD, or Intelligence Community (IC) environments
+ Proven experience leading cross-functional technical teams
+ Demonstrated proficiency in managing projects through agile methodologies and familiarity with software development life cycle (SDLC)
+ Exceptional communication skills, both written and verbal, with an ability to clearly convey complex technical information to diverse audiences
Preferred Qualifications
+ PM Certification Level III DAWIA or PMI PM certification or equivalent experience
+ SDLC, and/or DevSecOps experience
+ Demonstrated information technical skills – e.g. computer systems, software development, and IT infrastructure
+ Project Management Professional (PMP) certification, DAWIA Level III PM certification, or equivalent
+ Advanced understanding of DevSecOps practices and continuous integration/continuous deployment (CI/CD) pipelines
+ Experience managing projects in cloud environments, particularly AWS or Azure
+ Familiarity with compliance frameworks including RMF, FISMA, and NIST 800-53 standards
