    The Opportunity:

    CACI is looking for an experienced **Data Management Team Lead** to support the mission objectives and needs of our customer, with work locations at several sites in the metropolitan Washington, D.C. area. The position is contingent upon award of the Office of the Department of Defense (DoD) Chief Information Officer (CIO) DCIO for Information Enterprise (IE) and Special Access Program Information Technology (SAP IT) Support Services Task Order. This position will serve as lead for the Data Management team.

     

    The **Data Management Team Lead** will be responsible for overseeing data governance, integration, and analytics efforts in support of the DoD CIO’s mission. This role requires a highly skilled professional with expertise in data architecture, quality management, and compliance within a federal environment. The ideal candidate will lead a team of data analysts and engineers, ensuring the effective management, security, and utilization of enterprise data assets to support decision making and operational efficiency.

    Responsibilities:

    + Develop and enforce data management policies for data roles, ownership, stewardship, and custodianship; data protection, data classification; data access; data quality, security, sharing, and retention.

    + Design data governance frameworks that outline roles, responsibilities, processes, and policies for managing data across the DoD enterprise; ensure the integrity, accessibility, security, and compliance of data throughout its lifecycle, in accordance with SAP IT & DoD directives and mission-critical systems.

    + Develop policy and governance of data storage solutions to ensure compliance with DoD security requirements for data at rest and data in transit.

    + Evaluate, propose, and integrate data governance tools and technologies to automate and enhance the management of data across the DoD enterprise.

    + Designs and develops methods, processes, and systems to collect, integrate, consolidate, and analyze structured and unstructured data sources.

    + Implement processes for ensuring data quality across DoD systems, including procedures for data validation, cleansing, and monitoring.

    + Establish a data classification and categorization system to ensure that data is appropriately protected based on its sensitivity, mission-criticality, and regulatory requirements.

    + Support a Data Governance Board to oversee the development, implementation, and monitoring of data governance policies

    + Lead and mentor a team of data analysts, data engineers, and data architects to implement data management strategies.

    Qualifications:

    _Required:_

    + Must hold a current Top Secret clearance and be SCI eligible.

    + BA/BS and 10+ years relevant experience. Additional experience may be accepted in lieu of education.

    + Current DoD 8140 – Intermediate Certification

    + Strong professional leadership traits, including experience mentoring, advising, and coaching customer and internal teams.

    + Expertise integrating logical and physical data models, designing schemas, and architecting data structures that meet complex DoD requirements.

    + Experience with tools/frameworks such as RMF, encryption methods (AES, RSA), access control models (RBAC, ABAC), data anonymization.

    + Strong expertise in integrating data from multiple sources and transforming it for storage and analysis, using ETL frameworks and tools.

    + Familiarity of DOD and commercial enterprise environments

    _Desired:_

    + Master’s Degree in Data Science, Engineering or a related technical discipline.

    + Familiarity with AI/ML, automation, and emerging technologies relevant to DoD IT modernization.

    + Familiarity with DevOps development processes and Continuous Integration tools

    + Familiarity with Agile/Scrum methodology

    + Strong written and verbal communication skills

    The proposed salary range for this position is:

    $89,800 - $197,700
