The Office of Institutional Equity is responsible for carrying out Colorado State University Pueblo’s commitment to preventing discrimination, protected class harassment, sexual misconduct, intimate partner violence, stalking, and retaliation towards faculty, staff, students, or campus visitors. The office provides leadership in supporting campus community, as well as developing, implementing, and monitoring CSU Pueblo’s civil rights compliance obligations. Additionally, the office is responsible for the oversight and investigation of complaints of discrimination, protected class harassment, sexual misconduct, intimate partner violence, stalking, and retaliation prohibited under University policy.
Description of Job
The Investigator & Deputy Title IX Coordinator assists the Director & Title IX Coordinator in administering all aspects of the University’s civil rights functions, including, but not limited to, compliance with Title VI and VII of the Civil Rights Act, Title IX of the Education Amendments, the Americans with Disabilities Act, Section 503/504 of the Rehabilitation Act, the Age Discrimination Act, and the Violence Against Women Reauthorization Act of 2013. To that end, the position serves as the primary investigator of student, faculty, and staff inquiries or complaints of harassing behavior, other discriminatory behavior, Title IX violations, sexual misconduct or issues related to Equal Employer policies and procedures.
Primary Duties
Respond to student, faculty, and staff inquiries or complaints of harassing behavior, other discriminatory behavior, Title IX violations, sexual misconduct, or issues related to other civil rights policies and procedures. Conduct investigations and prepare notifications to appropriate individuals to process cases. Organize and maintain related investigation/grievance files and other compiled records.
Collaborate with the Director to coordinate and conduct training and educational programs for the campus community related to rights and responsibilities under Title IX, as well as the services and grievance procedures available to them and coordinate training to all employees concerning civil rights and Title IX. Assure the timely and appropriate development and dissemination of educational materials and training programs for the campus community related to Title IX and civil rights rights and responsibilities.
Assist the Director with the development, implementation, and monitoring of appropriate policies, procedures, grievance processes, and training programs related to, and in compliance with the federal and states laws and regulations within the office’s jurisdiction, including but not limited to: Title VI and VII of the Civil Rights Act, Title IX of the Education Amendments, the Americans with Disabilities Act, Section 503/504 of the Rehabilitation Act, the Age Discrimination Act, and the Violence Against Women Reauthorization Act of 2013 and Executive Order 11246, as amended).
Maintain institutional databases utilized by the campus community to provide training for Title IX including updating the member list, disseminating the training to the campus community and tracking completion of the training, and informing supervisors when the training has not been completed by staff or placing holds on student accounts if needed for lack of completion.
Maintain knowledge of current state and federal laws and regulations, including, but not limited to, trends and best practices related to discrimination, harassment, sexual misconduct, and civil rights.
Ancillary Duties
Other duties as assigned, including providing administrative and telephone support for the office as needed.
Salary Range
$59,000 to $75,000

Minimum Qualifications
+ Bachelor’s degree from an accredited institution
+ Base knowledge of Civil Rights laws, and regulations (such as, but not limited to, Title VI and VII of the Civil Rights Act, Title IX of the Education Amendments, the Americans with Disabilities Act, Section 503/504 of the Rehabilitation Act, the Age Discrimination Act, and the Violence Against Women Reauthorization Act of 2013)
+ Strong problem-solving, conflict resolution, and decision-making skills
+ Two years’ experience preparing investigative/summary reports, conclusions, and recommendations related to discrimination, harassment, and/or sexual misconduct
+ Professional work experience conducting investigations of discrimination, harassment, and/or sexual misconduct
+ Experience in a position requiring judgment in a variety of sensitive and confidential matters
+ Experience in a position requiring strong interpersonal skills with the ability to remain neutral and objective
+ Experience in a position requiring working collaboratively with diverse populations
+ Previous experience in a position requiring facilitation and leading training sessions of varying audiences and sizes
Preferred Qualifications
+ Master’s or professional (e.g. J.D.) degree in a field directly related to the responsibilities of the job
+ Completion of a comprehensive training program related to sexual misconduct
+ Understanding of best practices in higher education related to civil rights compliance (including compliance with Title IX and VAWA)
