    Job Description

    The New York City Department of Investigation (“DOI”) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and

     

    entities that receive City funds.

     

    DOI's Squad 10, which oversees City agencies including the Department of Transportation (DOT), Department of Environmental Protection (DEP), Department of Design and Construction (DDC), and Department of Parks and Recreation (DPR), seeks an highly skilled and motivated attorney to serve as a Senior Investigative Attorney. DOI's Inspector General for these agencies oversees a majority of the City's capital budget and important projects involving the City's construction of public facilities, delivery of clean drinking water and working sewers, water mains, and tunnels; transportation infrastructure such as roads, bridges, and ferries; and the maintenance of parks and open spaces. The Senior Investigative Attorney will report to the Deputy Inspector General for Investigations and conduct a variety of highly confidential and sensitive investigations into corruption, fraud, waste, involving the agencies the IG oversees.

    The Senior Investigative Attorney will be responsible for, among other things:

    1. Drafting and editing a variety of documents for both public and internal audiences, including complex investigative reports and legal memoranda;

    2. Reviewing and analyzing legal documents, financial records, and other documents, including contracts, vendor records, agency policies, and controls;

    3. Conducting legal research and analysis;

    4. Preparing subpoenas and document requests, and managing responses;

    5. Conducting interviews of witnesses and subjects; and

    6. Working collaboratively with other investigative units, prosecutorial bodies, and City agencies.

     

    The ideal candidate will have extensive legal writing experience, including writing and editing investigative reports and case referrals, preparing investigation summaries, drafting subpoenas and court orders, and authoring legal correspondence and memoranda.

     

    If selected, the candidate will be fingerprinted and undergo a background investigation. In addition, for positions that have a law enforcement and/or investigative function, the candidate's consumer credit history will be reviewed during the background investigation, and as otherwise permitted by NYC Administrative Code 8-107(24)(b)(2)(A).

     

    Preferred Skills

     

    - Three or more years of professional legal experience in investigations, criminal or civil litigation, government, regulatory, or similar legal fields.

     

    - Excellent legal writing and editing skills, with extensive experience drafting reports, memoranda, briefs, pleadings, and correspondence with limited supervision. Prior experience drafting and editing investigative reports highly desired.

     

    - Effective at communicating complex information to internal and external stakeholders in an accessible manner.

     

    - Experience conducting interviews, as well as taking depositions or other testimony.

     

    -High degree of professionalism, including ability to represent the agency before senior City officials.

     

    -Excellent interpersonal skills, with an ability to communicate effectively with a variety of personnel at DOI, other law enforcement agencies, and officials at City agencies.

     

    -Ability to work with and proactively lead teams composed of investigators, attorneys, policy analysts, and auditors, and to comprehend financial, statistical, and policy issues raised in connection with investigations.

     

    -Ability to manage multiple priorities and operate effectively in a fast-paced work environment.

     

    -Effective problem-solving abilities and demonstrated sound judgment.

     

    -Knowledge of New York City government is a plus but not required.
