    Job Description

    APPLICANTS MUST BE PERMANENT IN THE ASSOCIATE STAFF ANALYST CIVIL SERVICE TITLE

    The Data Analysis and Reporting unit is responsible for generating and analyzing system data and system changes to identify abnormalities and errors that could adversely affect the processing and integrity of cases. Data Analysis and Reporting unit staff analyzes patterns of errors to identify corrective changes in systems and program operations; reviews specific demographic and operational data to identify projects to improve overall agency performance and to ensure compliance of OCSS operations with agency policy and laws and with state and federal mandates.

     

    Under direction of the Director of Data Analysis & Reporting, (Administrative Staff Analyst NM), with wide latitude for independent initiative and judgment, the Associate Staff Analyst, functioning as Project Manager is responsible for supervising staff engaged in preparing and maintaining OCSS monthly performance reports. These reports are utilized to evaluate OCSS program performance and to ensure program operations follow federal, state and city guidelines.

    OCSS is requesting to recruit for (1) Associate Staff Analyst to function as a Project manager who will:

    - Conduct complex analysis of statistical and quantitative data in a technical and systematic way;

     

    design reports, charts and graphs by using standard graphic techniques and tools to depict or

     

    describe the managerial and operational performance of program areas; identifies abnormalities

    and errors, and provides synopsis of findings, forecasts, and recommendations in clear and

    concise summaries and reports. These reports include but are not limited to Customer Services

     

    Track/Electronic Communications System (CSTrack/ECS), which maintains open and closed

     

    referrals via electronic tracking system; the Borough Office Statistics Report which measures

    performance/operations in more detailed level; the 157 & Summary Report details Support

    Establishment Percentage (SEP) & Paternity Establishment Percentage (PEP). Office of Legal

    Affairs & Corporation Council Reports details court outcome indicators; Sheriff’s Statistics relates

    the number of summons successfully vs. unsuccessfully served; the Customer Service Indicator

     

    Report reflects Mayor’s initiative to capture/represent customer service satisfaction/approval

     

    rating in all walk-in centers.

     

    - Supervise a team of Staff Analysts responsible for preparing, updating, and maintaining

    OCSS performance and statistical reports that monitor the performance of several OCSS’s

    operational areas. Develop process improvements and performs quality control review of work

     

    products to ensure research and statistical methods employed are correct, accurate and current;

     

    ensure staff compliance with all regulatory and procedural guidelines; monitors staff time and leave.

     

    - Conduct team meetings to update information and establish unit objectives and goals. Compare

    completed work with agency quality standards, formulate expectations and provide examples of

    proper work methods to increase staffs’ area of competence. Provide training when necessary and

     

    inform staff of new agency policies and procedures.

     

    - Collaborate with other program areas within the Agency to collect statistical data or other

    quantitative information to produce and update statistical reports for senior management review

    and analysis of program operations, performance, and productivity. Provide directions, convey,

     

    and share information and promote cooperation to achieve and accomplish mutual work objectives.

     

    - Participate in high-level executive meetings with senior management to review and clarify

     

    statistical and operational reports.

     

    - Assist the Director in the design and implementation of statistical reports by applying standard

     

    techniques of operational research and systems analysis; assist the Director with ad-hoc projects

     

    and assignments as needed.

    Monday through Friday, 9am – 5pm

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

    2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

    3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.

    4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.

    5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.

    Salary Min: $ 79,473.00
