    THIS POSITION IS ONLY AVAILABLE TO CANDIDATES WHO HAVE RETIRED FROM CITY SERVICE.

     

    THIS POSITION IS PART-TIME, 21 HOURS A WEEK. PENSION AND BENEFITS CAN STILL BE

     

    COLLECTED WHILE EMPLOYED IN THIS POSITION. THIS IS A TEMPORARY POSITION NOT TO

     

    EXCEED 12 MONTHS.

     

    The Mayor's Office to End Domestic and Gender-Based Violence (ENDGBV) develops policies and programs, provides training and prevention education, conducts research and evaluations, performs community outreach, and operates the New York City Family Justice Centers. We collaborate with City agencies and community stakeholders to ensure access to inclusive services for survivors of domestic and gender-based violence (GBV). GBV can include intimate partner and family violence, elder abuse, sexual assault, stalking, and human trafficking.

     

    ENDGBV is recruiting for one (1) (Per Diem) Staff Analyst II to function as a Legal Specialist.

     

    The Legal Specialist will report directly to the First Deputy Commissioner and will perform a broad

    scope of legal duties which will include, but are not limited to:

    - Contracts: draft, review, negotiate, and execute contractual agreements related to both fiscal and

     

    programmatic matters, in collaboration with other City agencies and community-based organizations.

     

    - Ethics: ensure compliance with the rules of the Conflict-of-Interest Board, coordinate annual conflict

     

    of interest staff trainings, and drafting waivers and other memos.

     

    - FOIL: manage Freedom of Information Law requests in collaboration with Counsel to the

     

    Mayor’s Office.

     

    - Litigation: manage litigation related activities in collaboration with the NYC Law Department.

     

    - Record Retention: ensure the Office is in compliance with the City’s rules around record keeping in

     

    partnership with the Department of Records and Information Services (DORIS) and other designated

     

    city agencies

     

    - Support or lead other special projects and duties, as assigned.

    Qualifications

    1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or

    2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.

    Special Note:

    To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
