    THE POSITION

    LATERAL TRANSFER OPPORTUNITY FORDPSST-CERTIFIEDLAW ENFORCEMENT OFFICERS

    Position enforces the laws of this state and county and provides the residents of the county with full range of law enforcement and related social services on demand, as prescribed by Oregon law, county ordinance, and judicial precedent.

     

    Full-time 40 hour per week position. Includes excellent benefit package, including medical/vision/dental/long-term disability/basic life coverage and County-paid PERS retirement after required waiting periods. Lateral positions receive 80 hours of vacation leave and 80 hours of sick leave at the time of hire. Thereafter, sick and vacation leave will be accrued in accordance with County policy and the current Collective Bargaining Agreement.

     

    Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.

     

    This is a union position represented by Douglas County Law Enforcement Association.

     

    A hiring list will be established to fill future Patrol Deputy openings. Openings will be offered to applicants dependent upon all qualifiers and testing. There is no guarantee future opportunities will occur.

     

    Consideration will be given to certified law enforcement personnel for a lateral transfer. Each request for lateral transfer shall be reviewed by Command Staff and the decision to proceed shall be based on that discussion. Applicants will be processed based on date of application received at the Sheriff's Office. All lateral deputies will serve a twelve (12) to eighteen (18) month probationary period (in accordance with the current Collective Bargaining Agreement) at the pleasure of the Sheriff and may be terminated during that time without recourse.

     

    Essential Job Duties:Enforce the laws of this state and county; provide service of court documents; enforce traffic laws; operate emergency response vehicles; stop vehicles and pedestrians for enforcement of state traffic and criminal laws; inspect vehicles; serve arrest and search warrants; effect the arrest of suspects; write reports; read and interpret legal document decisions; use a computer; as required, use a firearm and such non-lethal weaponry with a high degree of accuracy; and operate two-way radio system under normal and stressful conditions. Requires regular and consistent attendance.

     

    Marginal functions: Ability to process large quantities of information to recognize problems and identify solutions; analyze law enforcement problems and adjust to prioritize changes; remain calm and use good judgment during confrontational situations; make decisions in accordance with established policy and procedure; testify in court proceedings; participate in special enforcement activities (drug eradication, DUII task force, etc.); perform support functions for other agencies on a routine and emergency basis; respond to nuisance complaints involving noise or animals; provide information to public on miscellaneous topics; process found property; search for missing persons; and mediate neighborhood disputes.

    POSITION REQUIREMENTS

    Must possess a current Oregon DPSST law enforcement certification and currently be employed as a law enforcement officer, with a minimum of two (2) consecutive years of full-time employment with the agency they are currently employed by.Only those persons who will be able to successfully pass an intensive background investigation need apply.

     

    Work is primarily performed in the field and from an emergency vehicle. Requires bending, color identification, gripping with hands and fingers, hearing alarms, hearing voice conversation, keyboarding, ability to lift prone (unwilling or unconscious) persons, operate passenger vehicles, pulling, pushing, reaching, running, sitting, standing for long periods of time, and walking/running over rough terrain. A considerable amount of driving is required. Work is performed in an environment involving everyday risks or discomforts including exposure to dust/pollen, extreme outside temperatures, noise and contagious diseases.

    SCREENING & EVALUATION

    Each application shall be reviewed by Command staff and the decision to proceed shall be based on that discussion. Upon review of applications submitted, those candidates that most fit the needs of the openings will then have to successfully complete the following selection process:

     

    + Comprehensive Background Investigation;

    + Psychological Evaluation;

    + Physical Testing.

     

    NOTE: Applicants may be disqualified after unsuccessful completion of any phase of evaluation.

     

    Selection Process: Screening of applicants will be based upon qualifications listed above, interview, extensive background investigation, psychological test, physical exam and chemical detection screen.

     

    Physical Examination/Drug Screen:Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy. To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical and hearing exam conducted at county expense.
