What Success Looks Like In This Job
The Adams County Parks, Open Space & Cultural Arts Department is looking for a dynamic individual to join our team and actively participate in bringing to life our department’s purpose statement to “Significantly enhance quality of life, enrich communities & INSPIRE!” If selected, you will actively perform a variety of professional and technical duties related to strategy development, process/continuous improvement, financial analysis, financial reporting and project management. You will be expected to coordinate highly responsible and complex professional departmentwide support reporting to the Open Space Tax Program supervisor. Examples of Duties for Success
+ Provides top-notch customer service to internal and external customers
+ Assists in developing goals, objectives, policies, procedures, work standards, and systems.
+ Assists in the development of short- and long-term goals and strategic objectives for the department.
+ Identifies, analyzes and monitors issues affecting department priorities, growth, and productivity.
+ Creates strategies to support adoption of the changes required by a project or initiative.
+ Leverages project management methodologies, processes, and tools to ensure projects are completed according to requirements.
+ Works on special projects assigned by the Open Space Tax Program Supervisor, Director, Deputy Director and Managers for the department.
+ Researches, collects, assembles, analyzes and interprets data relating to departmental and interdepartmental operations including function, organizational structures, forms and procedures, work output and workload, and budgetary issues.
+ Participates in the development and implementation of new or revised programs, systems, procedures and methods or operations; update and revise policies and procedures and other manuals and standard operating procedures.
+ Manages a variety of projects, plans, and electronic documents; perform administrative detail work and maintain appropriate records and statistics; monitor progress and evaluate work measurement data of various department programs.
+ Develops and implements evaluation tools to identify program effectiveness, including developing assessment instruments; makes recommendations, and compiles reports.
+ Conducts a variety of analytical and operational studies regarding departmental activities; evaluates alternatives, makes recommendations, and assists with the implementation of procedural, administrative, and/or operational changes after approval.
+ Supports the administrative team and front desk duties as necessary
+ Prepares financial and other reports to assist in the management of the department
+ Perform other related duties and responsibilities as required.

Qualifications for Success
+ Experience with and knowledge of project management principles, methodologies, and tools
+ Knowledge of strategic planning processes, priorities, capabilities, and measures of success. This includes cadence and timing of various inputs and outputs
+ Skill in administrative analysis, and report preparation
+ Ability to communicate to a variety of audiences in oral and written form
+ Knowledge of applicable federal, state, and local laws, regulations, and reporting requirements for County Government
+ Skill in data collection, data analysis techniques, and business arithmetic and computerized analytic tools
+ Knowledge of principles and practices of grant writing and grant management
+ Skill in using computer applications including word processing, database, presentation, graphics, spreadsheet, and intranet web applications
+ Skill in interacting with the public, community groups, and agency staff, in person and over the telephone.
More Qualifications for Success
Experience:
+ Minimum Two (2) years of progressively responsible professional local government experience OR any equivalent combination as it relates to public or private sector.
+ Prior experience working with teams on data analysis and reporting
+ Prior experience working with on analysis of systems to assist with development and growth
Education and Training:
+ Minimum of a Bachelor's degree in Information Technology, Public Affairs, Organization Leadership, Data Science or directly related field.
License or Certificate: None.
