    Summary

    The Agriculture Program Manager is responsible for providing general management of a specific agency program. This position is governed by state and federal laws and agency policy.

     

    Functions

     

    Provides general supervision of the work of a subordinate professional, para-professional, and administrative support staff by assigning and prioritizing work assignments, providing instructions, reviewing work performed, and evaluating employee performance. Monitors budgets and expenditures, provides approvals for transactions based on available budget and sponsoring agency restrictions, and monitors internal controls, procedures, and compliance issues for grants and/or contracts. Develops and monitors federal grants used to fund special projects within the program by preparing grant proposals, establishing evaluation methods, and reviewing and approving expenditures. Develops and implements guidelines, policies, and procedures for program development and coordinates program activities within the section and outside of the agency. Prepares reports pertinent to specific program functions to provide information to upper-level management and program personnel. Compiles budgetary reports for fiscal managers, meets with departmental managers to discuss budgetary reports, and provides advice on budgetary guidelines or other financial reporting matters. Provides technical assistance to management, staff, and the general public by providing information on regulations, procedures, and practices of specific programs to comply with governmental regulations. Performs other duties as assigned.

    Knowledge of supervisory practices and techniques. Knowledge of state and federal laws, regulations, and guidelines applicable to specialized program area. Knowledge of the principles and practices of organizational management. Knowledge of grants administration. Ability to supervise a subordinate professional, para-professional, and administrative support staff. Ability to analyze programs and recommend implementation methods or modifications. Ability to interpret and apply federal and state guidelines and regulations. Ability to provide guidance and technical assistance to management, staff, and the general public. Ability to plan, prepare, and present oral and written reports.

    Minimum Qualifications

    The formal education equivalent of a bachelor's degree in agriculture, business administration, or a related field; plus three years of experience in program organization and administration, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

    Preferred Qualifications:

    + Experience with fee-simple land acquisition.

    + Advanced ArcGIS software skills.

    + Knowledge of forest management principles.

    + Experience presenting project proposals and updates.

    + Experience with grant administration, including budgeting.
