Definition
The Water Distribution Operator II will oversee Control Center Water Distribution Operations which includes supervising staff who operate the Division of Water’s water storage tanks and pumping stations via SCADA interface. The position will also coordinate with field maintenance staff for our storage tank washing initiatives, pumping maintenance, and communications to minimize interruptions in the system. They will monitor pumping in the distribution from our Water Treatment Plants (WTPs), and will coordinate with the WTP's to maintain system pressures and levels. The position will be responsible for maintaining critical customer lists, and serve as incident command, while making sure we are following the Division’s emergency response protocols and plans.

Under direction, is responsible for supervising and participating in the operation and maintenance of a water distribution system via a computerized interface; performs related duties as required.
Examples of Work

Trains and supervises operators in the use of a computerized Supervisory Control and Data Acquisition (SCADA) system, work, and safety procedures, equipment usage, and operating procedures;
Assigns work based on priority and complexity of work;
Completes performance appraisals, authorizes leaves and handles first-line disciplinary action for subordinates;
Follows emergency protocols for equipment failure and/or other operating problems;
Monitors overall operations of water distribution system including setting control set points;
Monitors and manages data for water distribution operations such as, reservoir water elevation, power consumption, and equipment operation;
Coordinates with water plant management regarding water supply, levels, pressures, and flows to ensure coverage of the water distribution system;
Assists with annual budget request for the water control center;
Reviews and approves water distribution operations reports and/or prepares specialized reports for management;
Gathers bids, completes encumbrances and requisitions supplies and equipment needed in the water control center;
Maintains the software for the main computer and several remote computers of the water control system; makes program changes and develops new programs to improve or enhance the operability of the water distribution system as needed;
Sets control points for the automatic operation of the water distribution control center;
Attends conferences, seminars, or continuing education classes to maintain current certifications/licenses and keep abreast of innovations and changes in the field of water distribution;
Coordinates with other municipalities, emergency personnel, and large corporations on the status of water distribution services during emergency situations.
Minimum Qualifications
Possession of a valid Environmental Protection Agency (EPA) State of Ohio Water Distribution II or an EPA State of Ohio Water Supply II, III, or IV operator certificate and two (2) years of experience in the operation of a Supervisory Control and Data Acquisition (SCADA) system.
Possession of a valid driver’s license.
