This position is eligible for telework to applicants who reside in Minnesota or a bordering county along the Minnesota state line. Effective June 1, employees living within 75 miles of the work location will be required to work in office at least 50% of the time each month.
This position may have a work location of St. Paul or St. Cloud.
This position will provide advanced system and business analysis and project management for the Workers’ Compensation Division (WCD). The incumbent provides coordination, guidance, and expertise to WCD leaders and staff to ensure the WCD can effectively execute administrative and compliance work that is not part of their routine work duties. This includes things such as special projects, strategic planning, policy and legislative compliance and implementation, and business performance management. The incumbent directs the work of individuals assigned from the WCD units to assist with completing the work or project being led by this position.

Minimum Qualifications
• Three (3) years professional experience* in the field of business analysis or project management.
* Master’s degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one year of experience; Associate degree may substitute for six months of experience.
• Ability to coordinate and support compliance and strategic planning initiatives and provide an actionable plan.
• Research and analysis skills to gather accurate information from reliable sources to develop sound recommendations about the given topic.
• Communication skills sufficient to clearly and accurately communicate to stakeholders complex policies, legislative changes in workers’ compensation and implementation requirements, and project requirements and deadlines.
• Communication skills, verbal and written, sufficient to instruct, collaborate, inform and interact with diverse internal and external stakeholders in person, over the phone and via email in plain language.
• Ability to organize and perform effectively; set and manage priorities autonomously, and with others, within demanding deadlines and changing/fluctuating circumstances.
• Leadership and strategic thinking that supports collaboratively working across the division, reaching consensus, and being able to meet varying needs.
• Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.
Preferred Qualifications
+ Knowledge of workers' compensation law, practices, business processes, stakeholders and policies.
+ Project management certification.
+ Experience in change management.
+ Experience with process improvement frameworks (i.e., Six sigma, LEAN, Kaizen, etc.).
+ Experience with legislative processes and rulemaking pursuant to the Minnesota Administrative Procedure Act.
