Definition
The Land Development Specialist (Landscape Design Project Manager) works within CRPD’s Capital and Strategic Planning section, which employs landscape architects, urban planners, management analysts, and GIS professionals and is a creative force throughout the city in developing, reimagining, master planning, designing, and engaging with our public as we create new greenspaces and innovative strategies to further our Mission: Connecting our community to nature, wellness, and creativity.
Primary Responsibilities of the Land Development Specialist Include:
+ Under general supervision, serve as lead designer for landscape architecture projects or support other design projects to ensure projects are completed on time and according to budget.
+ Investigate and recommend solutions to relevant problems such as grading, spatial organization, native materials, and best practices in stormwater, planting, and urban design.
+ Prepare suitable graphics and presentations to communicate design intent. Present projects to internal and external stakeholders.
+ Use AutoCAD, Adobe Creative Suite, and other software to prepare and/or manage the preparation of presentations, drawings, and other documents.
+ Review sites and designs with key stakeholders- department program staff, community members, construction, operations and maintenance, and external partners.
+ On-site involvement with park and greenway design and construction. Coordinate diverse projects from start to completion. Work with contractors to deliver the highest possible quality completed projects.
Under direction, is responsible for performing professional planning, development, improvement,or management of parkland, stormwater, urban forestry, or other public infrastructure; performs related tasks as required.
Examples of Work
(Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)
Prepares and reviews sketches, plans, maps, construction drawings, and specifications for development and improvement projects with departments including playgrounds, golf courses, athletic fields, recreation centers, shelter houses, parks, bikeways, nature trails, stormwater infrastructure, urban forestry, and specialized facilities;
Prepares and reviews sketches, scale drawings, and contract drawings and specifications for the development and maintenance of infrastructure systems such as water, drainage/stormwater management, wetlands (natural resources), sewer and other utility lines, roads, sidewalks, restrooms, drinking fountains, bridges, signage, and lighting;
Studies conditions of development and improvement sites such as topographical features, trees, plantings, soils, rock formations, drainage paths, and man-made structures such as facilities; researches records, survey maps, and other documents;
Operates computer aided design (CAD) equipment,Geographic Information System (GIS), and/or other plan review related software;
Creates and maintains leases in conjunction with City Attorney’s Office;
Researches and makes recommendation for site selection and land acquisitions;
Obtains verification of real property surveys and boundaries; investigates and resolves encroachment problems; works with Public Safety Department and the City Attorney’s Office to coordinate and resolve issues of encroachment;
Reviews and inspects construction, development, and improvement projects and installed infrastructure for conformance to plans, specifications, cost estimates, contract stipulations, maintenance requirements, and performance standards;
Makes recommendations regarding prioritizing projects funded by the Capital Improvements Plan (CIP) budget;
Prepares proposal requests, professional service contracts, and bid advertisements; conducts pre-bid proposal meetings, proposal evaluations, bid openings, and pre-construction and project meetings;
Prepares reports and maintains records regarding plan reviews, conditional approvals, plan rejections, and other official actions;
Consults with departmental staff and other City departments on development, renovations, landscaping, forestry and horticulture, construction, public use, maintenance, and other technical matters;
Prepares correspondence and comprehensive technical reports;
May supervise staff assigned to a particular section, unit, or development and improvement project.
Meets with public groups including property owners, area commissions, regional and technical committees, civic associations, and other departmental section managers to determine most feasible uses of available lands and funds; makes presentations before these groups; responds to development/improvement issues in person and in writing;
Prepares correspondence and comprehensive technical reports;
May supervise staff assigned to a particular section, unit, or development and improvement project.
Minimum Qualifications
Possession of a valid State of Ohio certificate as a registered Landscape Architect, Architect, or Professional Engineer. Substitution(s): Possession of a bachelor’s degreeANDtwo (2) years of experience in the planning, design, development, management, or construction of parkland, recreational areas, stormwater infrastructure, or urban forestry may substitute for the certificate.
Possession of a valid driver’s license.
