Summary This position is responsible as the Strategic and Facility Planner for the Veterans Health Care System of the Ozarks (VHSO). The incumbent formalizes the strategic planning process, formulates strategies, facilitates strategy implementation, and ensures departments and employees throughout the organization understand how their work relates to and promotes the goals of the facility. Responsibilities Provides active and well-informed administrative participation in the coordination and incorporation of the facility operating plans into the overall strategic plan, including construction, interior design, equipment, information technology resources, budget, staff, Workforce Development, and space management. Ensures plans are comprehensive, responsive to upcoming clinical and administrative program needs, and are communicated in an easy to interpret format for medical center leadership decision making. Identifies needs and potential issues and concerns, devises flexibilities in operations and constructive, non-capital and cost-effective approaches to the resolution of problems, including Requests for Proposals (RFP) and new program development. Leads the Veterans Health Care System of the Ozarks (VHSO) planning cycle to include gap analyses, strategy development and prioritization, implementation, and tracking. Leads a multi-disciplinary team through the planning cycle per Veterans Health Administration (VHA) and VISN guidance, eliciting input from Executive/Senior Leadership and coordinating planning related activities. Coordinates the development and effective implementation of the VHSO Strategic Plan that is aligned with VISN 16 goals and priorities. Performs catchment population-based demographic studies involving data collection and analysis, forecasting, and related methodologies, and advises on planning issues associated with program development and expansion initiatives. Responsible for coordinating system Space Management activities in consultation with the Chief, Engineering Service, Associate Director of the Health Care System, space manager, and involved service chiefs. Incumbent is required to have oversight of the following areas: business planning; strategic planning; facility planning; capital investment planning; and the market assessment/market analysis. Researches, engages, and collaborates with public and private community health care providers and organizations to expand VHSO health care delivery network, improve access to care, identify innovative solutions, and leverage all community resources in support of the Veteran population. Facilitates/directs the completion of planning tasks and responsibilities and coordinating planning activities to ensure the integration of health system planning priorities into a consolidated service delivery plan. As requested, conducts periodic management studies and special program reviews. These reviews provide an objective assessment of Medical Center operations and are used as an integral part of the overall Medical Center needs assessment process. Develops procedures and systems designed to correct any deficiencies resulting from these studies. Other duties as assigned. Work Schedule: Monday- Friday 8:00am- 4:30pm, Subject to change based on the need of the agency. Telework: Ad-hoc basis only. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Candidates must meet the following Individual Occupational Requirement (IOR): Candidates must meet one of the following education or Specialized experience requirements. Undergraduate and Graduate Education Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. NOTE: Transcript must be submitted. OR, Specialized experience includes: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Note: This experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the Individual Occupational Requirement (IOR) candidates must also meet the following specialized experience: GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Possess Space Planning: Expertise in optimizing the layout of physical spaces, balancing aesthetics, and functionality; Project Management: Ability to oversee projects from conception to completion, coordinating with various teams and stakeholders; Computer Aided Design (CAD) proficiency: Skilled in using Computer Aided Design (CAD) software for creating detailed floor plans and layouts; Budgeting and Cost Analysis: Ability to develop and manage budgets, evaluate costs and conduct financial feasibility studies and Communication Skills: Strong verbal and written communication skills for presenting ideas and collaborating with clients and contractors. NOTE: This experience must be supported by your resume to be creditable.
