Chief Medical Officer
Chester County Hospital
JOB SUMMARY
The Chief Medical Officer (iCMO) serves as a member of the senior management team and reports to the Hospital CEO. This position collaborates with all members of the Executive management team, and with CMO peers at other organizations within Penn Medicine and outside of Penn Medicine. This position works as a liaison between the medical staff, administration, and the employees of the Chester County Hospital. This position is responsible for promoting high-quality patient care focusing on the Institute of Medicine aims of Safe, Effective, Efficient, Timely, Patient-Centered and Equitable care. This position will engage as necessary to achieve the organization’s mission and vision while assuring there is a clinical voice in management decisions and key organizational strategy discussions.
This position has the direct oversight and accountability for the following individuals / work units:
• Medical Staff Operations and Governance inclding Previledgingand Credentialing for all medical staff, and Contracting for independent providers
• Advanced Practice Provider (APP) management and governance of APPs employed by CCH
• Patient Safety and Quality
• Regulatory, Risk and Patient Relations
• Process Improvement
• Informatics
In collaboration with the CNO, CFO and COO, this position has the joint accountability for the following efforts:
• Patient experience
• Physician Alignment
• Value Based Care
Accountabilities
In conjunction with the Patient Safety and Quality Officer:
• Provides strategic leadership to achieve excellence in clinical practice.
• Provides strategic leadership closely with the CNO to optimize care and performance on all quality and patient safety measures.
• Provides strategic leadership, along with CFO, to help review physician utilization patterns and opportunities to minimize unnecessary variation and waste.
• Provides strategic leadership to optimize patient throughput.
• Provides strategic leadership in Pay for Performance programs.
In collaboration with the CNO:
• Provides strategic leadership to convey expectations and monitor performance consistent with Penn Medicine Be Standards which promote optimal patient experience.
• Provides strategic leadership on communicating and educating all staff on the key patients experience drivers.
• Assures optimal patient experience by providers by participating in the review and analysis of survey results, meeting with individual physicians and/or groups to review results, and identifying and implementing opportunities for improvement, education, and training.
In Collaboration with Medical Staff Leaders:
• Oversees and Manages privileging and credentialing of all licensed independent providers in conjunction with Corporate CVO
• Works collaboratively with Chief of Staff and Chairs to ensure medical staff adhere to bylaws and expectations therein.
• Oversees Chairs and Chiefs in their timely and compliant completion of OPPE and FPPE, mandatory education, and other standards of practice for their departments.
• Facilitates Medical Executive Committee MEC
• Holds medical provider staff accountable for professionalism and adherence to the iCARE values.
• Oversees and actively manages changes to the Medical Staff Bylaws
In conjunction with the Director of Advanced Practice Providers
• Drives progressive evolution of staffing models and cross-training to optimize efficiency, effectiveness and productivity of CCH employed APPs
• Promotes the voice and needs of APPs at CCH using local and system-wide resources to support advancing skills, building competencies, and generating recognition.
In conjunction with the Director of Regulatory, Risk and Patient Relations:
• Assures compliance with Medical Staff requirements of the Joint Commission, PA DOH and CMS conditions of participation.
• Participates in the review and response to patient complaints and grievances, including but not limited to medical record review, follow-up with Medical Staff department chairs regarding interventions with their respective department members, and conference calls/meetings with patients/families as needed.
• Assures regulatory preparedness across all hospital clinical departments by partnering with hospital administration and medical staff.
• Promotes and leads in the planning, implementation, and evaluation of patient rights initiatives.
• Oversees and supports the implementation of clinical policies and procedures with clinical policies that optimize care while remaining compliant with CMS Conditions of Participation for acute care hospitals and PA Department of Health regulations.
• Assures compliance with Medical Staff requirements of the Joint Commission, PA DOH and CMS conditions of participation.
In conjunction with all direct reports and collaborators:
• Develops and monitors the operating and capital budget preparation for areas of responsibilities.
• Demonstrates fiscal responsibility and follows up with direct reports on variances to budget.
QUALIFICATIONS
Education/Experience

Doctorate Medicine (MD) or Osteopathic Medicine (DO) And
MBA, MPH or LLD Master is in Business Administration, Public Health or law or related health or business-related field
