Job Description
Job Summary:
This role will assist in planning and directing all MOSSI II program activities of the organization by supporting the Program Manager in performing key duties and overseeing subordinate managers. Contributes to the development, implementation, and monitoring of appropriate goals, policies, practices, and procedures, while executing all other duties as assigned. Relies on significant experience and judgment to support the achievement of program objectives, with a moderate degree of creativity and latitude expected under the guidance of the Program Manager.
Essential Duties and Responsibilities include the following (other duties may be assigned):
+ Supports the Program Manager in maintaining knowledge and understanding of industry developments, trends, and experiences related to the development and implementation of service products or service product components.
+ Assists in applying knowledge of methodologies, tools, and techniques for designing, developing, and managing the implementation and execution of new and existing service products.
+ Contributes to the application of methodology and associated phases, activities, and deliverables for the design of new service products and the enhancement of existing service products, under the Program Manager’s direction.
+ Supports the application of technical knowledge to assist in designing and implementing systems and processes that safely realize desired objectives or inventions.
+ Assists in understanding technologies and applications used in the execution, implementation, and optimization of software and system processes.
+ Supports the Program Manager in managing and directing efforts on all tasks to meet safety, technical, cost, schedule, and quality requirements of the contract.
+ Acts as a secondary point of contact for interface with the Payload Management Operations Division (PMOD), the Contracting Officer’s Technical Representative, and Contracting Officer, aiding in the fulfillment of contract terms and conditions. This includes supporting program management, cost management and control, business management, personnel management, continual process improvement, and functional support.
+ Assists in developing necessary management systems to ensure the timeliness and accuracy of technical, cost, and schedule information provided to the government.
+ Coordinates production activities with other functions such as material, marketing & sales, new product development, customer service, process engineering, and inspection, under the Program Manager’s oversight.
+ Supports the Program Manager in the employment, training, employee motivation, counseling, and discipline of assigned employees.
+ Assists in developing and establishing department standards and practices.
+ Contributes to the engineering plan and helps establish procedures for maintaining high standards of engineering operations to ensure products conform to established customer and company quality standards.
+ Supports efforts to achieve optimum employee levels with minimal overhead and raw material costs to meet the annual budgetary plan.
+ Assists in formulating and recommending engineering policies and programs that guide the organization in maintaining and improving its competitive position and profitability.
+ Supports department managers, under the Program Manager’s direction, to accomplish goals of the manufacturing plan, consistent with established manufacturing and safety procedures. Acts as a liaison between subordinate levels and department management to communicate decisions, policies, and matters affecting performance, attitudes, and results.
+ Assists in hiring, training, developing, and evaluating staff. Supports corrective actions as necessary on a timely basis and in accordance with company policy, consulting with the Human Resources Department as appropriate.
+ Helps identify, recommend, and implement changes to improve productivity, reduce costs, and monitor scrap and rework data. Supports the establishment, implementation, and maintenance of production standards.
+ Assists in planning and formulating aspects of proposals, such as objectives, potential applications, costs, and resource requirements, under the Program Manager’s guidance.
+ Reviews and analyzes proposals submitted to determine if benefits and applications justify expenditures, providing input to the Program Manager.
+ Supports the approval and submission of proposals and budgets considered feasible to management for consideration and allocation of funds or allocation from the department budget.
+ Assists in developing and implementing methods and procedures for monitoring projects, such as preparing records of expenditures and findings, progress reports, and staff conferences, to inform senior management of project status.
+ May serve as a member of the unit’s senior management team, providing input and support to the Program Manager on guidance and leadership, including formulation or changes to policies.
+ Supports the Program Manager in establishing operational objectives and directing subordinates by assigning tasks and checking work at appropriate intervals to ensure goals are met within budget, time requirements, and quality standards.
+ Generally, supervises mid-level management and/or professional staff and may oversee administrative support staff, providing guidance according to established policies and senior management direction. Supports the direction of two or more major sections or departments through subordinate managers.
+ Prepares reports as directed by the Program Manager.
+ Identifies obstacles to achieving business goals and provides solutions or seeks assistance, supporting resource and equipment allocation decisions.
+ Ensures the working environment is clean, organized, and safe for employees, supporting compliance with all safety and environmental policies and practices.
+ Works to avoid erroneous decisions or failures that may cause scrap, rework, excessive overtime, or schedule delays, under the Program Manager’s oversight.
+ Interacts with subordinate supervisors, outside customers, and functional peer groups at various management levels, aiding in presentations or information exchanges as needed.
+ Maintains daily availability, including evenings and weekends, when necessary, to support the Program Manager in meeting goals and deadlines.
Education and/or Experience:
Bachelor’s degree in a business discipline for administrative/sales/finance/supply chain related positions or a technical discipline for production/quality and engineering/sales engineering related positions, with a minimum of 12 years of directly related experience and/or training; or equivalent combination of education and experience. A Master’s degree is highly preferred and may substitute for 2 years’ experience. Position requires a minimum of 7 years’ supervisory/management experience.
