As the Financial Systems Supervisor, you will supervise the Financial Systems section embedded within the Office of Financial Management. You will ensure that MnDOT’s various financial systems are designed, operated, and maintained in accordance with department needs and external requirements. This position will play a critical role in migrating systems from current technology hosted on-premises to Azure technology and/or vendor hosted Software as a Service (SaaS). In this position you are responsible to ensure that all customers, internal and external, have access to the financial information needed.
This position requires an employee to be onsite in St. Paul, Minnesota, at least 50% of the time, with some opportunity to perform work from a telework location.

Minimum Qualifications

Position requires a minimum of three (3) years of experience with large scale IT systems design and implementation.
Experience must include:
+ Experience with developing PL/SQL and with relational database structure, the building blocks of the information systems being managed.
+ Experience with system analysis, design, development, Quality assurance and system testing.
+ Experience with migration of applications from on-premises to vendor hosted, Software as a Service (SaaS) in the Azure cloud.
+ Experience providing performance and skill talent management including, but not limited to assessing employee skill, knowledge, and abilities, employee engagement and training, team building, participative management, and problem identification and resolution.
+ Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
+ Customer service skills that include active listening, empathy, and problem-solving.
Preferred Qualifications
+ Lead work or supervisory experience.
+ Strong skills in developing and executing scope, budget and schedule with business partners and/or IT partners.
+ Strong skills in self-motivation, servant leadership, being a team player, fostering an inclusive work environment, developing rapport, networking, resolving conflict and negotiating diplomatically with others to bridge differences.
+ Knowledge of state accounting, federal aid billing, MnDOT cost accounting, and federal highway administration rules, regulations, and policies.
+ A strong background in utilizing and integrating Geographic Information Systems (GIS) and Linear Referencing System (LRS) data with financial systems.
+ Proficiency in designing and deploying cloud-based applications with expertise in leveraging Azure, and knowledge and experience developing in an object-oriented language such as C# or Python.
+ Experience with SWIFT and SEMA4 PeopleSoft systems, data and logic.
