Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Responsibilities The incumbent will be responsible for the professional and administrative management of the Center for Addiction Treatment Program for Veterans (CAT5) Mental Health Residential Rehabilitation Treatment Program (MHRRTP) Program at the Martinsburg VAMC. The incumbent reports to the Deputy Chief, MH/DOM Chief. Duties to include but not limited to the following: The incumbent assumes the supervisory and administrative responsibility for the management of the assigned employees of various GS levels. Responsible for the professional and administrative management of the Center for Addiction Treatment Program for Veterans(CAT5), Mental Health Residential Rehabilitation Treatment Program (MHRRTP) and the Outpatient Intensive Substance Use disorders (OISUD) program at the Martinsburg VAMC Develops work improvement plans, recommending personnel actions and ensures subordinates are trained and fully comply with the provisions of the safety regulations. The incumbent performs a wide range of services and provides technical assistance to State, local, private agencies, and Universities. Provide direct clinical services with or without program coordination responsibilities. Assists in planning, establishing and implementing polices and procedures; developing individuals or group goals and objectives. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; OR Hold a master's or doctoral degree in a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. VHA Health Professions Trainee (HPT): VHA HPTs pending the completion of education or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. NOTE: This applies to current/past/upcoming VHA HPTs only. An HPT is an individual appointed to a temporary position in one or more VHA medical facilities performing clinical or research training experiences to satisfy program or degree requirements or receiving VA Health Professional Scholarship Program. HPTs can be either VA-paid or Without Compensation (WOC). GS-13, Grade Determinations: Licensed Professional Mental Health Counselor Program Manager (MHRRTP), In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. GS-12 Experience/KSAs includes: In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program. Ability to make key decisions in the hiring and identification of top candidates. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team. Demonstrated Knowledge, Skills, and Abilities. In addition to the above requirements, the candidate must demonstrate the KSAs below: Ability to make judgments and decisions associated with program management Ability to monitor program outcomes using data driven quality assurance process. Ability to develop productivity standards appropriate to each service provided. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs. Assignments. LPMHCs manage the daily operations of multiple programs, develop and implement program policies and procedures, or serve as chief or principal counselor to a number of LPHMCs. They are responsible for oversight of administrative and programmatic resources and monitoring of outcomes. They prepare reports and statistics for facility, VISN, and national leadership. Decisions may affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. They may be responsible for the program's budget. They may also supervise employees assigned to the program. Preferred Experience: Must have at least 2 years of post graduate experience working in the field of addictions treatment and mental Health. Physical Requirements: Work, divided between office and clinical ward settings, is primarily sedentary. May require prolonged standing, moderate walking, and manual dexterity. Requires carrying light items, such as books, files, or laptop computer. Work requires extreme patience and controlling one's emotions. The work may also require assisting physically disabled clients and may include light lifting.
