JOB SUMMARY : Under general supervision, provides analysis, research and technical expertise in a specific area of personnel within an organization. Assists with projects that have a significant impact to the agency.
POSITION SPECIFIC DUTIES: Performs HR functions including Recruitment, Classification and Compensation, Employee Relations and Onboarding. Performs full life cycle recruitment which includes handling all requests for posting job vacancies from multiple assigned offices within the Department; through the job offer process. Develops and presents reports on specific job classification and compensation, assists the assigned offices with their staffing needs; facilitates at interviews ensuring that all human resources’ compliances and best practices are followed. Collects market data for specific job families providing support for classification and compensation decisions. Develops, reviews and upgrades job descriptions. Attends and/or presents at meetings with hiring managers and other leadership personnel in various offices as it pertains to workforce planning, classification, compensation, job studies and other duties may be assigned.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS :
• High School diploma/GED and two (2) years of job-related experience in Human Resources.
• OR One (1) year of experience required at the lower-level HR Spec 1 (HRP020) or position equivalent.
• NOTE: An equivalent combination of knowledge, education, job or intern experience, training or certifications that provided the necessary knowledge and skills to successfully perform the job at the level listed may be substituted on a year over year.
AGENCY SPECIFIC QUALIFICATIONS :
• Associates’ degree in human resources from an accredited college or university AND Two years of professional-level human resources experience OR Four years of professional level human resources experience. NOTE: The above-mentioned experience should include: interview and selection process, classification and compensation, job studies, market data collection, onboarding, workforce planning, job analysis, recruitment, employee relations and working knowledge of FLSA exempt/nonexempt regulations .
• Experience interpreting human resources policies, processes, and practices
• Proficiency in using Microsoft Office, specifically with Excel spreadsheets
• Excellent communication and interpersonal skills with experience successfully building relationships with peers to be viewed as a trusted resource for advice and guidance.
• Ability to make sound and well-informed decisions with strong analytical problem solving and critical thinking skills.
• Excellent facilitation skills and experience making presentations.
• Ability to act objectively while coaching employees and leaders through issues that are complex, difficult, or sensitive in nature.
• Excellent customer service skills with the diplomacy and professionalism to effectively respond and resolve internal and external customer needs.
• Presents a professional image at all times.
AGENCY PREFERRED QUALIFICATIONS:
• Bachelor’s degree in human resources and Three years’ human resources experience specifically in the area of the classification and compensation of jobs.
• World at Work-CCP Certification or SHRM CP certification
• Proficient in project management from idea to implementation through evaluation.
• Knowledge of PeopleSoft HRMS, Workday or similar employee management software.
• Ability to adapt to changing priorities in a goal based and/or deadline driven work environment.
IMPORTANT INFORMATION FOR ALL GDOT JOBS

In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.
Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
